Pentagon Has Iran Strike Plans Ready After the Midterms

WASHINGTON, D.C. — The midterm elections are over, and the question hanging over the Middle East is whether the Pentagon will now use the plans it has reportedly drawn up for renewed strikes on Iran. The answer may determine whether a conflict that voters just punished the president's party over escalates further.

According to an Al Jazeera analysis published October 25, US Central Command has plans ready for follow-up strikes if the White House authorizes them, and military planners have prepared several options for Defense Secretary Pete Hegseth. The reporting focused on the possibility of action after the November 3 election.

What the Reports Say

The Hill reported that CENTCOM “has plans ready for follow-up strikes if authorised by the White House.” Earlier in October, Axios reported the Pentagon had told CENTCOM to complete preparations for a possible resumption of major combat operations, with sources saying a renewed campaign could target Iranian energy facilities, infrastructure and nuclear sites. Al Jazeera noted that such preparations “do not amount to an order to attack.”

The New York Times reported on October 22 that the United States and Israel had drawn up joint plans for an attack on Iran after the midterms.

President Donald Trump has kept both doors open. He suggested on October 24 that the US could strike as soon as “tomorrow,” while also holding out the possibility of a “big, beautiful” agreement with Tehran. At a rally on October 23, he said Washington “may do another little Epic Fury,” a reference to the code name of the US-Israeli operation against Iran that began on February 28.

A Military Buildup Is Already Underway

The US is deploying a third carrier strike group, the USS Theodore Roosevelt, plus roughly 10,000 additional soldiers and the 13th Marine Expeditionary Unit to the Middle East by the end of November, according to the same reporting.

An intelligence memo from Director of National Intelligence Jay Clayton to Secretary of State Marco Rubio said Iran had “substantially increased efforts to target US personnel,” with lethal plots reaching “advanced stages.” The memo did not identify targets or timing. The State Department ordered staffing reductions at several regional embassies.

Al Jazeera also reported that more than 120 attacks on ships had been recorded in October, the worst month since the war began in February, and that Iran claimed seven oil tankers were damaged or caught fire in and around the Strait of Hormuz in a single week.

Tehran's Response

Iran has signaled it is ready. Iranian President Masoud Pezeshkian said in remarks broadcast October 24: “We were having negotiations, the cowards [Americans] messed everything up,” though he added that efforts to conclude an agreement should continue.

A spokesman for the Islamic Revolutionary Guard Corps, Hossein Mohebi, said the country's doctrine had shifted. “Our defence doctrine was previously defensive... Now we say that if a country attacks us, we will both respond and launch an offensive.”

Reuters, citing Iranian security officials, reported that Tehran has drawn up plans to target undersea communications cables in the Gulf if US and Israeli attacks resume. Iran's army also said it shot down a US-developed LUCAS drone over Bandar Abbas, according to the semi-official Tasnim news agency. Al Jazeera's topic page also lists a November 3 report of US strikes on Qeshm Island alongside signs that Pezeshkian is still signaling interest in diplomacy.

Analysts Question What More Bombing Would Achieve

Experts quoted in the analysis were skeptical. Julie Norman of Chatham House called the planning “an immediate posturing deterrent, but also a very real option after the midterms.” She added that the question for Trump from his military advisers is “what would a further round of escalation bring that the other rounds didn't?”

Mohamad Elmasry of the Doha Institute for Graduate Studies said, “There is a lot of signalling, a lot of posturing suggesting that we are headed for another round of fighting.”

The Political Equation Has Changed

Whatever the planning said in October, the political situation changed on November 3. Democrats are projected by CBS News to control both chambers of Congress next year. Vice President JD Vance wrote that “the reason we lost is the war,” and Trump agreed it was “largely true” because the conflict pushed up gasoline prices, though he insisted, “You can't let Iran have a nuclear weapon.”

Democrats, for their part, have listed stopping the war among their priorities. Rep. Ted Lieu said that when his party controls Congress, it will focus on affordability and on stopping the tariffs and the Iran war. The Democratic majority will not be seated until January, which leaves a window of roughly two months in which Trump retains full authority and a Republican-controlled Congress.

What It Means for Americans

Gasoline prices were the most direct link between the war and the ballot box. Any renewed campaign aimed at energy infrastructure, or any escalation in the Strait of Hormuz, where shipping attacks are already at record levels, could push fuel costs higher just as winter heating season and the holidays arrive.

There is also the human cost: thousands of additional service members are heading to the region, and the intelligence memo warning of lethal plots against US personnel suggests the risk to Americans abroad is rising, not falling.

Washington now faces a decision with no good answer. Strike, and risk a wider war that voters have already rejected. Wait, and risk appearing to concede the point to Tehran. Trump has so far chosen to keep both options open. With the election behind him and the carrier group on its way, that ambiguity may not last much longer.
