Solar power promises endless energy from an endless source — but even a business built on sunlight isn't immune to financial storm clouds. PGR Lessee I, along with 18 affiliated companies operating solar farms across Rhode Island, North Carolina and South Carolina, has filed for bankruptcy protection in Texas, revealing liabilities that could climb as high as $500 million.

The Numbers Behind the Filing

In its Chapter 11 petition filed Wednesday, PGR estimated both its assets and liabilities fall somewhere between $100 million and $500 million — a wide enough range to suggest the full financial picture is still coming into focus. Notably, the debtor did not immediately file a first-day declaration, the document that typically lays out a company's restructuring roadmap and the chain of events leading to collapse, leaving outside observers with more questions than answers for now.

Mapping the Solar Footprint

The PGR debtors collectively operate a sizable patchwork of solar infrastructure: 10 solar farms in North Carolina, five in Rhode Island, and two in South Carolina — 17 projects strung across three states like beads on a renewable-energy necklace.

Who Pulled the Trigger

According to the petition, the decision to file wasn't made lightly or unilaterally — it was authorized by equity investors tied to PGR's parent company, Back Bay Capital Holdings LLC. That parent company's ownership structure includes GoodFinch Management LLC, an energy-focused asset management group, holding Class A equity, while Class B belongs to Back Bay Solar, a portfolio company under the asset management arm of Canadian insurance giant Manulife. Manulife Investment Management, notably, also owns U.S.-based John Hancock Investment Management — tying this bankruptcy into a much larger corporate web.

A Disputed Debt Looms Large

Among the creditors, one name stands out significantly: Atlantic Specialty Insurance Co., listed as the largest unsecured creditor with a disputed claim of $30.2 million stemming from litigation — a legal cloud that adds another layer of complexity to an already tangled financial situation.

Echoes of a Bigger Collapse

Many of these 19 debtors trace their roots back to Pine Gate Renewables, a once-sprawling energy company that had been developing or operating 248 solar projects nationwide before its own Chapter 11 filing in November, when it carried $1.4 billion in debt — a bankruptcy of a scale that dwarfs even this latest filing.

The Settlement That Set the Stage

During its own bankruptcy proceedings, Pine Gate reached a settlement agreement with Back Bay Solar tied to 85 smaller-scale solar development projects run through a joint venture, in which Back Bay Solar held Class B membership interests.

That settlement, struck shortly after Pine Gate's bankruptcy began, involved the joint venture paying $7 million of the $9.6 million it owed Pine Gate for prebankruptcy services. It also transferred Pine Gate's Class A equity interests in the venture over to GoodFinch, while SunStrong Management LLC stepped in to take over day-to-day management of the projects. The goal, according to filings from that case, was to carve the joint venture projects away from Pine Gate's larger, more troubled portfolio amid the uncertainty swirling around its bankruptcy.

A Pattern Emerging Across the Solar Industry

PGR's filing doesn't exist in isolation — it's the latest entry in a growing list of solar energy companies turning to bankruptcy courts as the industry grapples with shifting federal clean energy policy alongside broader economic pressures like rising inflation and climbing operating costs, a combination that's proven punishing even for companies riding what was once considered an unstoppable growth wave.

Not the First, and Likely Not the Last

Home solar installation company Freedom Forever filed for Chapter 11 in April, pointing to weakened demand after tax incentive programs expired and interest rates climbed. Residential solar provider Sunnova filed for similar bankruptcy protection back in June 2025, citing comparable headwinds — suggesting the industry's struggles run deeper than any single company's missteps.

What Comes Next

The case has been assigned to U.S. Bankruptcy Judge Alfredo R. Perez. Counsel for the debtors did not immediately respond to a request for comment Thursday.
