MARTINSBURG, WV — In a major coordinated federal and local crackdown, law enforcement authorities have disrupted two massive, multi-state drug trafficking organizations operating heavily across West Virginia and Maryland.

The sweeping multi-agency operation, code-named Operation Turf War, culminated in the federal indictment of 35 individuals for extensive narcotics and firearms offenses. FBI Director Kash Patel, alongside U.S. Attorney Matt Harvey, officially announced the massive takedown during a press conference at the Martinsburg Police Department, marking a decisive victory against regional violent crime and drug instability.

Dismantling the Inter-State Pipelines

The year-long investigation targeted two distinct criminal networks that had spent over two years flooding West Virginia’s Eastern Panhandle—specifically Berkeley and Jefferson Counties—with significant quantities of cocaine and crack cocaine. The syndicates relied heavily on interstate travel from Maryland, utilizing sophisticated stash houses and heavily coded communications to evade local detection.

During the execution of dozens of coordinated search warrants, federal prosecutors reported the seizure of large volumes of illegal narcotics, firearms, and tens of thousands of dollars in cash and high-end luxury assets. The initial phase of the raids deployed seven SWAT teams and over 100 specialized FBI agents working in lockstep with local police forces, netting 13 primary federal arrests with dozens more processed under the broader operation.

The Two Criminal Networks Exposed

While both organizations deployed similar operational tactics, investigators revealed they maintained entirely separate leadership structures and geographic reach:

• The Maryland-WV Pipeline: Operating dynamically out of Baltimore and Greenbelt, Maryland, this network was allegedly led by Rohan Broadie (known on the streets as “Glama G”), Aneteneh Zewde Terfe, and Marvin A. Taaff. Federal court documents state that Omari Obeng Stewart, alias “O,” acted as the primary courier, routinely commuting between Maryland and West Virginia to supply, coordinate, and distribute cocaine across the region using fortified residential stash houses.

• The Twyman Family Operation: The second operation was a tightly knit family cell managed directly by two brothers, Jorfory (“Foy”) and Joroy (“Roy”) Twyman of Ranson, West Virginia. The duo is accused of dominating the local market by conspiring to distribute upwards of 500 grams of cocaine and significant volumes of cocaine base throughout Jefferson County.

Launch of "Operation Summer Heat 2.0"

The West Virginia bust served as the official launchpad for the FBI’s newly unveiled nationwide law enforcement campaign, Operation Summer Heat 2.0. This initiative serves as a direct extension of a highly successful framework established last year under then-Deputy FBI Director Dan Bongino, which resulted in more than 8,600 arrests and the seizure of over 2,200 firearms across the United States.

Set to run for the next 95 days through September 20, the nationwide operation will replicate the "whole-of-government" strategy utilized in West Virginia. Federal agencies will heavily pool resources with state and local task forces to systematically target, identify, and neutralize violent gang networks in communities nationwide.
