Reflecting Pool Damage: DOJ Says Construction Flaws, Not Vandalism

WASHINGTON (AP) — The controversy over the Reflecting Pool damage at the Lincoln Memorial intensified after U.S. Attorney Jeanine Pirro met with President Trump. She reportedly presented him with evidence supporting the Department's conclusion that faulty construction—not vandalism—caused the damage.

This damage may have occurred during a major renovation of one of the nation's most recognizable landmarks.

The dispute centers on the Lincoln Memorial Reflecting Pool in Washington, D.C., which sustained damage during a $16 million renovation project completed ahead of the nation's 250th Independence Day celebrations. 

While President Trump has continued to argue the damage resulted from criminal vandalism, federal prosecutors have moved to dismiss criminal charges after concluding the available evidence does not support that allegation beyond a reasonable doubt.

Pirro Presents Evidence at White House

According to reports, Pirro met privately with President Trump in the Oval Office on Monday and brought a large white box along with several bags containing evidence provided by the Department of the Interior.

Sources familiar with the meeting said the materials were intended to demonstrate that the damage resulted from what prosecutors described as a "botched installation" by contractor Atlantic Industrial Coatings rather than deliberate vandalism.

The meeting reportedly became heated after Trump publicly criticized Pirro earlier in the day for dropping felony vandalism charges against former Olympic canoeist David Hearn.

Photographs later showed Pirro leaving the White House carrying the evidence boxes. A spokesperson for her office declined to comment.

Justice Department Drops Reflecting Pool Damage Criminal Cases

On July 31, federal prosecutors filed a motion seeking dismissal of felony vandalism charges against Hearn.

Court filings stated that prosecutors received additional evidence from the Department of the Interior after the grand jury indictment had already been secured. According to the filing, the newly disclosed information indicated the damage was caused during installation work on the Reflecting Pool's liner rather than through intentional acts of vandalism.

The U.S. attorney's office has since moved to dismiss charges against three additional individuals who had also been accused of damaging the landmark.

President Trump has continued to reject those findings, maintaining that vandals intentionally cut what he described as a 300-foot slit in the pool's liner using a knife or box cutter. Interior Secretary Doug Burgum has similarly argued that the evidence points to vandalism, although prosecutors concluded there was insufficient proof to sustain criminal charges.

A Historic National Landmark: The Reflecting Pool Damage

The Lincoln Memorial Reflecting Pool is one of the most recognizable features of the National Mall and has served as a symbol of American history for more than a century.

Completed in 1923 as part of architect Henry Bacon's design for the Lincoln Memorial, the Reflecting Pool stretches approximately 2,000 feet long and 167 feet wide between the Lincoln Memorial and the Washington Monument. Its calm waters were designed to mirror both monuments, creating one of the nation's most iconic vistas.

Over the decades, the Reflecting Pool has been the backdrop for many of America's defining historical moments.

Perhaps its most famous moment came on Aug. 28, 1963, when more than 250,000 people gathered around the Reflecting Pool during the March on Washington for Jobs and Freedom, where Dr. Martin Luther King Jr. delivered his historic "I Have a Dream" speech from the steps of the Lincoln Memorial.

The pool has also appeared in countless presidential ceremonies, national commemorations, military tributes, and public demonstrations, making it one of the country's most visited historic sites.

The National Park Service completed a major restoration of the Reflecting Pool in 2012 to improve water quality, repair aging infrastructure, and modernize underground systems while preserving its historic appearance.

Reflecting Pool Damage Political Fallout Continues

The Reflecting Pool case has become one of several high-profile legal matters involving Pirro's office.

Earlier this year, a grand jury declined to indict six Democratic lawmakers over a social media video addressing military orders.

In another case, a federal judge quashed subpoenas issued during an investigation involving Federal Reserve Chairman Jerome Powell, finding they lacked sufficient legal justification. Pirro later ended that investigation.

Trump Disagrees with DOJ

The Reflecting Pool dispute has now become another point of disagreement between the Justice Department's prosecutors and President Trump, who has continued to publicly criticize the decision to dismiss the vandalism charges.

While the criminal investigation appears to be winding down, the debate over what caused the damage—and who bears responsibility—continues to generate political attention.
