WASHINGTON — Newly released U.S. government records from the fifth tranche of Unidentified Anomalous Phenomena (UAP) materials acknowledge that a U.S. Special Operations AC-130J gunship fired its main cannon during a September 2021 live-fire exercise in the Gulf of Oman while crew members observed approximately 25 unidentified objects described as “cold orbs.”

The documents, posted Friday under the Presidential Unsealing and Reporting System for UAP Encounters (PURSUE), include multiple short video clips captured via cellphone from the aircraft’s infrared sensor displays and an accompanying intelligence information report. The report states the objects flew at lower altitudes at speeds between 250 and 1,300 mph, moved in different formations, maneuvered aggressively, and “appeared to react to the aircraft firing its main cannon.” The All-domain Anomaly Resolution Office (AARO) listed the case as unresolved.

The incident occurred while the crew conducted a live-fire exercise. According to the account referenced in the release, two orbs approached a flare dropped into the water, hovered briefly, and accelerated away the moment the weapons officer opened fire; the crew then reported as many as 25 objects moving in coordinated formation. The objects’ description as “cold” has been noted by observers as inconsistent with conventional jet exhaust or combustion propulsion.

Legal and Operational Context

From a legal standpoint, the disclosure raises questions about the application of rules of engagement (ROE) and the use of force against unidentified aerial objects in international airspace and waters. The Gulf of Oman lies outside territorial seas in an area subject to freedom of navigation and overflight under the United Nations Convention on the Law of the Sea and customary international law. U.S. military aircraft operating there remain bound by domestic ROE, the Law of Armed Conflict, and standing orders governing self-defense and authorized live-fire training.

Live-fire exercises routinely involve weapons employment against approved targets or in designated ranges. The documents do not indicate the cannon fire was directed as an intentional engagement of the objects as hostile targets; rather, they describe the objects reacting during an ongoing exercise. U.S. forces retain the inherent right of self-defense against imminent threats. Whether unidentified objects that approach, hover near flares, or exhibit aggressive maneuvering meet thresholds for hostile intent or hostile act would turn on specific ROE in effect at the time, the assessed capabilities of the objects, and the judgment of the on-scene commander—factors not detailed in the publicly released materials.

The release itself reflects a shift in transparency policy. PURSUE, directed by executive order, requires systematic declassification and public posting of UAP-related records across agencies. Prior decades of limited disclosure and classification have given way to rolling releases that include sensor video, intelligence reports, and unresolved assessments. This transparency carries legal implications under the Freedom of Information Act framework, congressional oversight authorities, and potential future litigation or policy reviews concerning the adequacy of prior reporting, the protection of sources and methods, and the handling of national-security information.

Broader Implications for Government Handling of the Phenomenon

Documented military use of weapons systems in proximity to unresolved UAP—and the objects’ apparent response—presents a different operational picture than purely observational or scientific collection efforts. It underscores that UAP incidents can intersect with kinetic activity rather than remaining confined to passive sensing. AARO’s inability to resolve the case leaves open questions about identification protocols, escalation procedures, and post-incident investigation standards when unidentified objects appear during live-fire or combat-support missions.

Legal experts and oversight bodies are likely to examine whether existing ROE and training adequately address encounters with objects that demonstrate anomalous performance, coordinated behavior, and responsiveness to weapons employment. The materials do not attribute the objects to non-human intelligence or any specific origin; they remain formally unresolved. Policymakers face the dual tasks of protecting operational security and aircrew while advancing public accountability through continued declassification.

Further tranches are expected on a rolling basis. The September 2021 Gulf of Oman episode now stands as one of the more detailed public records of U.S. forces employing weapons systems in the presence of multiple fast-moving, thermally cold unidentified objects that appeared to react in real time.
