MTA sues Trump administration over subway funding

In a legal showdown with billions on the line, MTA sues Trump administration over subway funding, accusing federal officials of abruptly cutting off money for a long-promised transit expansion in New York City.

The lawsuit, filed Tuesday by the Metropolitan Transportation Authority, targets the administration of Donald Trump for halting a $3.4 billion federal grant intended to extend the Second Avenue subway into East Harlem.

Funding Freeze Sparks Legal Battle

The case was filed in the U.S. Court of Federal Claims, five months after Russell Vought announced that the funds would be withheld.

At the time, Vought said the federal government would pause the grant while reviewing the MTA’s contracting practices, particularly those involving minority- and women-owned businesses.

MTA officials say they complied with that review. Yet the funding never resumed.

Now, the agency argues the U.S. Department of Transportation has violated its contractual obligations.

Millions Diverted, Projects at Risk

According to the lawsuit, the MTA is owed at least $60 million already committed under the agreement.

The agency warned that the funding freeze has forced it to reroute millions of dollars away from other essential transit projects—creating financial strain across the system.

Like pulling a key brick from an arch, officials say the disruption threatens to destabilize not just one project, but an entire network of infrastructure plans.

A Pattern of Withheld Infrastructure Funds

The subway dispute is not an isolated incident.

Last fall, the Trump administration also froze funding for the Hudson River tunnel project, known as Gateway. That decision triggered lawsuits from New York and New Jersey attorneys general.

A Manhattan federal judge later ordered the Department of Transportation to release those funds, marking a legal setback for federal officials.

New York Gov. Kathy Hochul said the latest lawsuit reflects a recurring conflict.

“Once again, New York has been forced to sue the Trump administration to stop them from erratically shutting off billions of dollars in previously committed infrastructure funding,” she said.

Political Pressure Allegations Surface

In its filing, the MTA claims the funding freeze was not merely administrative—but political.

The agency alleges that both the Second Avenue subway and Gateway funding were halted to pressure Senate Minority Leader Chuck Schumer during the October 2025 government shutdown standoff.

“Whatever the administration’s true motivations may be, there is no question that DOT is in breach,” the lawsuit states.

A Long-Delayed Subway Dream

Construction on the Second Avenue subway extension is already underway.

Crews are relocating utilities and acquiring properties needed for the project, which aims to add three new stations along the Second Avenue Subway.

The expansion would push the Q line north from the Upper East Side into East Harlem, terminating at 125th Street, where it would connect with the 4, 5, and 6 trains.

With a projected cost of $7.7 billion, the effort ranks among the most expensive subway expansions per mile in history.

Yet without federal funding, MTA officials say they cannot move forward with critical tunneling contracts.

Warnings of a ‘Domino Effect’

The MTA is asking the court to immediately order the release of funds, warning that delays could trigger a cascade of setbacks.

In its filing, the agency cautioned that the freeze risks creating a “domino effect” of rising costs and construction delays.

Gov. Hochul echoed that concern, saying the funding halt has placed the entire project in jeopardy.

Meanwhile, Department of Transportation spokesperson Danna Almeida said the agency is reviewing its legal options and remains committed to ensuring taxpayer funds are used responsibly.

A Promise Decades in the Making

For residents of East Harlem, the stakes go beyond legal arguments—they touch on a promise nearly a century old.

MTA Chair Janno Lieber noted during a City Council hearing that the neighborhood has awaited a Second Avenue subway extension since the 1940s.

“We don’t want that work to stop because of this funding gamesmanship that’s going on in Washington,” Lieber said. “We want to keep showing New Yorkers that this is in fact a new MTA.”

What Comes Next

As the courtroom battle unfolds, the future of one of America’s most ambitious transit projects hangs in the balance.

The case could determine whether federal commitments to infrastructure are ironclad—or vulnerable to political tides that shift as quickly as trains in a crowded station.
