Meta Relocates Trust and Safety Team to Texas As Content Moderation Shift

Meta’s chairman and CEO Mark Zuckerberg announced on Tuesday that the company will relocate its “trust and safety team” from California to Texas. This decision comes as Meta rethinks its approach to content moderation across its platforms, including Facebook and Instagram. 

The relocation aligns with Meta’s broader strategy to reduce content policing and focus on “illegal and high severity issues” such as terrorism, drugs, and child sexual exploitation.

Although Meta has not disclosed the specific Texas location for the team, the company already operates in Austin and has smaller offices in Garland, Fort Worth, Temple, and Houston. 

“We are going to move our trust and safety and content moderation teams out of California, and our U.S.-based content review is going to be based in Texas,” Zuckerberg stated in the announcement video.

Addressing Bias and Building Trust

Zuckerberg emphasized that relocating the trust and safety team is part of an effort to address concerns about potential bias.

 “As we work to promote free expression, I think it will help build trust to do this work in places where there is less concern about the bias of our teams,” he explained.

The Facebook founder also criticized past pressures from the U.S. government to censor content.

 Specifically, he pointed to the White House’s demands during the COVID-19 pandemic, saying such actions undermined trust in social media platforms.

“The only way that we can push back on this global trend is with the support of the U.S. government,” Zuckerberg said, referencing efforts to combat global censorship trends.

A New Approach to Content Moderation

Meta’s revamped content moderation strategy involves abandoning traditional algorithms and fact-checkers in favor of a “community notes” system, similar to the one used on X (formerly Twitter). 

“The fact-checkers have just been too politically biased and have destroyed more trust than they have created, especially in the U.S.,” Zuckerberg said. 

He highlighted the need for inclusive practices that do not stifle diverse opinions, noting that current systems have gone “too far” in shutting down alternative viewpoints.

In addition, Meta will drop restrictions on discussions about topics such as gender and immigration that Zuckerberg described as “out of touch with mainstream discourse.” 

These changes are part of Meta’s broader goal to prioritize free expression and rebuild trust with its global user base, which exceeds 3 billion individuals.

Collaboration with the U.S. Government

Meta plans to collaborate with President-elect Donald Trump’s administration to lobby foreign governments to ease restrictions on its platforms, including Facebook, Instagram, and Threads.

“By going after us and other U.S. companies, it has emboldened other countries to go even further,” Zuckerberg stated, emphasizing the need for U.S. government support in pushing back against global censorship efforts.

"In recent years we’ve developed increasingly complex systems to manage content across our platforms, partly in response to societal and political pressure to moderate content. This approach has gone too far."

"As well-intentioned as many of these efforts have been, they have expanded over time to the point where we are making too many mistakes, frustrating our users and too often getting in the way of the free expression we set out to enable."

"Too much harmless content gets censored, too many people find themselves wrongly locked up in “Facebook jail,” and we are often too slow to respond when they do."  Zuckerburg added.

Following Musk’s Lead

Meta’s decision to relocate its trust and safety team mirrors a similar move by Elon Musk’s X platform, which left California for Texas in late 2024.

 Musk’s departure was partly driven by dissatisfaction with California’s laws, including changes to parental notification rules for transgender students. By joining other tech giants in Texas, Meta signals a significant shift in the tech industry’s geographic and operational landscape.
