As the U.S. government shutdown enters its second week, its effects are rippling through the nation’s aviation system in alarming ways. The shutdown impacts air travel across the country, grounding or delaying thousands of flights as Federal Aviation Administration (FAA) staffing shortages and unpaid work conditions deepen the crisis.

With no resolution in sight, furloughed essential workers — including air traffic controllers and Transportation Security Administration (TSA) officers — continue to staff the nation’s airports without pay. The result has been widespread flight delays, partial tower closures, and heightened safety risks from Los Angeles to Chicago.

A week ago, Hollywood Burbank Airport went silent for several hours when too few controllers reported for duty, forcing pilots to self-coordinate takeoffs and landings over a shared frequency — a risky system normally reserved for small regional airfields.

“Burbank tower having to go ATC Zero tonight isn’t something that’s abnormal,” said Nick Daniels, president of the National Air Traffic Controllers Association (NATCA), as quoted by CNN. “Issues with staffing at Nashville or other places are not a rarity. These are things that we deal with day in and day out.”

According to FlightAware, about 70 flights were affected at Burbank alone, with average delays surpassing two and a half hours. The FAA later warned that Chicago O’Hare International Airport — which handles over 1,000 flights daily — would operate at reduced capacity for nine hours, triggering an average 41-minute delay per flight.

Nationwide Staffing Shortfalls Worsen

Similar disruptions have been reported in Houston, Newark, Las Vegas, Boston, Atlanta, Philadelphia, and Dallas, with Nashville’s approach control center shutting down for five hours last week. Reuters confirmed that both Houston airports — Hobby and George Bush Intercontinental — experienced ground delays on Tuesday due to critical staffing gaps.

Transportation Secretary Sean Duffy acknowledged the growing crisis, telling Fox News:

“There has already been an uptick in air traffic controllers calling out sick at a few locations. They’re concerned — if they don’t get their paychecks, how do they pay their mortgage? How do they put food on the table?”

Controllers and TSA officers are deemed essential federal employees, meaning they must work through the shutdown without pay. If Congress fails to reopen the government before October 28, their next scheduled paychecks will not be issued.

Workers and Unions Sound the Alarm

Union officials warn that the financial and emotional strain on employees is becoming unbearable. Johnny Jones, of the American Federation of Government Employees (AFGE) representing TSA officers, told AP News that members are already struggling to afford rent, childcare, and groceries.

“The employees are assessing what they need to do and how this is all going to work out,” Jones said.

Some airports are stepping in to assist. Atlanta’s Hartsfield-Jackson International Airport is offering meal vouchers and free terminal parking, while Tampa International Airport launched Operation Bald Eagle 2, a program providing food pantries, bus rides, and utility assistance for 11,000 affected federal workers.

The Road Ahead: A Fragile Aviation System

Experts say the shutdown highlights long-standing vulnerabilities in U.S. aviation infrastructure. Years of underfunding have left the FAA critically short of controllers, with retirements outpacing new hires. “When there aren’t enough controllers, the FAA must reduce the number of takeoffs and landings to maintain safety,” Duffy admitted.

If the impasse extends into November, Reuters warns the impact could cripple holiday travel, especially at already overburdened hub airports and rural communities that depend on federally subsidized flights through the Essential Air Service program.

For now, millions of passengers face longer waits, packed terminals, and growing uncertainty about when the skies — and Washington — will clear.
