The Food and Drug Administration issued an urgent public health warning Tuesday after a California-based confectionery manufacturer refused to pull potentially life-threatening products from store shelves. Federal regulators took the unusual step of bypassing the company to alert the public directly that several varieties of cookies and nougats contain severe, hidden allergens that completely lack required warning labels.

Bakery Defies Federal Safety Demands

The federal standoff began following an intensive FDA inspection at the Santa Fe Springs, California facility of Imperial Nougat Co. Investigators uncovered major labeling violations across multiple product lines, discovering that the items were packed with severe allergens including milk, wheat, and tree nuts like pistachios. None of these ingredients were declared on the packaging.

Despite federal officials explicitly recommending a voluntary recall on May 5, the manufacturer failed to launch a public warning or execute a comprehensive product withdrawal. According to regulatory documents, the firm quietly notified a single retail client to remove the items on May 12 but left all other distributed inventory active in the commercial pipeline.

Because the business failed to publish an official press release or fully notify its distribution network, federal authorities took the matter into their own hands to protect vulnerable shoppers.

Unlabeled Treats Pose Fatal Risks

Consuming these items puts thousands of individuals with specific food sensitivities at immediate risk for severe medical emergencies, including anaphylaxis. The FDA confirmed that the hidden ingredients can trigger sudden, life-threatening allergic reactions.

Federal investigators identified four distinct product varieties distributed with the hazardous, unlisted ingredients:

• Imperial Chocolate Covered Chickpea Cookies (8-oz): Labeled with an expiration date of 10.30.26; contains hidden milk.

• Chickpea Cookies with Imperial Logo (16-oz): Labeled with an expiration date of 12.28.26; contains hidden wheat.

• Imperial Coconut Cookies (10-oz): Labeled with an expiration date of 12.30.26; contains hidden pistachio tree nuts.

• Imperial Persian Nougats / Pistachio Nougat in Flour (20-oz): Labeled with expiration dates stretching from 04.08.27 through 05.04.27; contains hidden wheat.
