What does it take to get 90 senators to agree on anything two months before a midterm election? Apparently, the threat of a government shutdown — and a willingness to leave the fights that actually divide them for December.

The Senate voted 90 to 6 early Saturday to pass a short-term spending bill that would keep the federal government funded from the start of the new fiscal year on Oct. 1 through Dec. 11, averting a shutdown that would have landed just weeks before voters head to the polls. Sen. Lindsey Graham of South Carolina voted present.

What the Bill Leaves Out Is as Notable as What It Includes

The legislation notably sidesteps two of President Trump's central asks: emergency funding tied to the war with Iran, and elements of a contested voter identification proposal. Neither made it into the Senate's version.

What the bill does do is temporarily block the White House from finalizing a rule that would give political appointees greater control over the approval of federal grants — a plan that has drawn resistance from lawmakers in both parties, not just Democrats.

Senate leaders moved quickly to advance the legislation Saturday morning as part of a broader agreement that allows members to leave for August recess, effectively trading speed now for a bigger fight later.

A December Brawl, Already Being Promised

The grants provision doesn't resolve the underlying dispute — it just delays it, and lawmakers on both sides are already signaling they intend to use the delay to prepare for battle.

Sen. John Kennedy, R-La., said this week he intends to "fight like hell" in December to keep Congress from further blocking the administration's grant overhaul. On the other side of that fight sits Senate Appropriations Chair Susan Collins, R-Maine, who said she intends to keep opposing the administration's approach because she believes it politicizes the grants process. Senate Appropriations' top Democrat, Patty Murray of Washington, indicated she's just as ready for the confrontation, saying she'd welcome it.

In other words: nobody involved is calling this settled. They're calling it delayed.

The House Problem

While the Senate cleared its bill with a wide bipartisan margin, it now faces a chamber that already passed a different version of its own. The House-passed bill would fund the government only through Dec. 4 — a full week earlier than the Senate's deadline — leaving the two chambers to reconcile competing timelines before Oct. 1.

The Senate bill also carries language, sought by Democrats, that would block Immigration and Customs Enforcement and Border Patrol from receiving any new funding under the stopgap, on top of the $70 billion Republicans already approved for those agencies earlier this year along party lines. That provision could become a serious sticking point once the bill reaches House Republicans.

Rep. John Rutherford, R-Fla., didn't hold back in describing his concerns, calling the provision a potential dealbreaker and saying he's "not a fan" of the Senate's version. Rep. Jeff Van Drew, R-N.J., said he'd consider himself undecided if GOP leadership pushed him to back the Senate stopgap, citing discomfort with the grant-approval language and a desire to know where the president stands on it before committing.

The Senate also rejected a separate amendment from Sen. Ted Budd, R-N.C., that would have ensured a ban on intoxicating hemp products took effect in November — after Senate leaders, acting at the White House's request, had already inserted language into the funding bill delaying that same ban.

Where the White House and House Democrats Stand

The administration made its preference clear. The White House issued a formal statement of administration policy backing the Senate's version, urging every member of Congress to support the measure to keep the government open while broader funding talks continue. Notably, no equivalent statement was issued in support of the House bill, which left out several funding increases and authorizations the White House had specifically requested.

Rep. Rosa DeLauro, D-Conn., the top Democratic appropriator in the House, praised the Senate bill's inclusion of the grants and immigration enforcement language, calling it a clear improvement over the House Republican version — while cautioning that Congress still has nearly two months to get full-year funding bills done instead of relying on another short-term patch.

What Happens Next

For now, the immediate shutdown threat has been pushed past the midterms, which may be exactly the point. But the underlying disputes — over who controls federal grant money, how much immigration enforcement agencies should receive, and whether Congress can agree on full-year funding at all — haven't gone anywhere. They've simply been given a new deadline, and a House that still has to catch up to where the Senate already landed.
