• Russia has launched 32 production Rassvet satellites in 2026, but orbital data show the constellation remains far from continuous Starlink-like coverage.
• Rassvet could still become a meaningful dual-use communications network, particularly for remote regions, the Arctic, military units, ships and large unmanned systems.
• A widely cited skeptical assessment comes from the U.S.-based Institute for the Study of War, not the U.S. government, and current evidence suggests Russia’s biggest problems are scale, launch tempo and satellite reliability.

Russia wants its own Starlink. It now has hardware in orbit, billions invested and a clear strategic reason for building it. What Russia does not yet have is anything approaching Starlink’s scale or continuous coverage.

The system is called Rassvet, Russian for “dawn,” and is being developed by Moscow-based aerospace company Bureau 1440. On March 23, 2026, a Soyuz-2.1b rocket lifted 16 production satellites from the Plesetsk Cosmodrome. A second Soyuz carried another 16 on July 19. The Bureau 1440’s Mission Control Center, says the eventual network will provide global broadband with speeds reaching 1 Gbps, latency below 70 milliseconds, 5G NTN technology and laser links connecting satellites directly to one another.

On paper, that sounds formidable.

The reality in orbit is considerably more complicated.

Satellite tracker Jonathan McDowell’s database, updated September 21, shows 38 Rassvet spacecraft launched overall, including six earlier experimental satellites. Of the 32 production spacecraft launched this year, one has already reentered. McDowell currently classifies 13 satellites from the March launch in an operational orbit, while 13 spacecraft from the July batch remain in orbit-raising status. Five production satellites are classified as problematic spacecraft remaining in lower orbit.

That does not mean Rassvet has failed. It means Russia is learning something SpaceX learned years ago — building a satellite is one problem; manufacturing, launching, positioning and maintaining hundreds or thousands of them as a synchronized network is an entirely different engineering challenge.

Bureau 1440 publicly advertises an 800-kilometer orbital altitude, yet much of the first production group has clustered near roughly 510 kilometers. Independent analysts caution that it remains unclear whether this lower altitude represents the final operational shell, an intermediate configuration or part of continuing testing.

Russia nevertheless has good reason to keep pushing.

Rassvet’s steep 82.3-degree inclination provides access to high latitudes, making the architecture particularly relevant to Russia’s enormous northern territory and Arctic interests. Laser inter-satellite links could also move traffic across the constellation before sending it back to Earth, reducing dependence on a dense network of ground gateways. Bureau 1440 describes much of this technology, including its laser terminals, as developed in-house.

Complete technological independence, however, remains another question. An open-source supply-chain investigation cited by the Ukrainian Institute for Security and Cooperation reported approximately $68 million in foreign-currency import payments by Bureau 1440 during 2025 and identified specialized Western equipment allegedly reaching Russia through third countries. Those findings are not audited company disclosures and should be treated as OSINT findings rather than established proof of Rassvet’s complete component inventory.

Then there is the battlefield.

Ukraine’s defense intelligence told Janes in September that Russian forces had already used the first Rassvet group for satellite communications over Ukraine for several hours. Officials said the technology could eventually support real-time data transmission and reconnaissance or strike drones.

The Institute for the Study of War, a Washington-based research organization, has reached a more skeptical conclusion about Russia’s ability to rapidly create a true Starlink analogue. ISW assessed that Russia will struggle to achieve comparable capability unless it dramatically increases successful launches and the number of satellites reaching useful orbital positions. Importantly, that is an assessment from a U.S.-based think tank, not an official determination by the Pentagon or another U.S. government agency.

Still, Washington and Kyiv would be unwise to dismiss Rassvet simply because it is not Starlink today. Even intermittent connectivity has military value. A satellite network does not have to cover the planet 24 hours a day to transmit intelligence, update a mission, communicate with a ship or command an unmanned platform during a scheduled orbital window.

Russia may not have built its Starlink yet.

But Rassvet has moved beyond PowerPoint slides and prototypes. The satellites are real, some are working, more are apparently coming, and the technological gap Moscow is trying to close has enormous implications for warfare, communications sovereignty and the increasingly contested domain above Earth.
