California Sends Cease and Desist Letter to Fight Promoter to Stop Human vs. Robot ‘Unsanctioned’ Cage Fights

California regulators have stepped into what may be one of the strangest combat-sports disputes yet — a human fighting a humanoid robot inside a cage.

Robot Entertainment Kombat, or REK, staged the Sept. 18 event in San Francisco featuring 29-year-old content creator Frankie LaPenna against an EngineAI T800 humanoid nicknamed “Rekbot.” REK promoted it as the first human-versus-Terminator-style robot fight.

Then came the government.

REK founder Cix Liv publicly posted what he said was a Sept. 23 cease-and-desist notice from California State Athletic Commission Executive Officer Andy Foster. Reporting on the notice says the commission ordered those involved to stop holding, advertising or promoting unsanctioned human-versus-humanoid robot cage fights and warned that violations could carry misdemeanor consequences. No separate CSAC press release announcing the action was located by USA Herald.

But there is a detail that changes how this story should be understood.

LaPenna was not fighting an independently thinking AI.

The T800 was remotely operated by a human. Reporting on the event says a human pilot directed the robot while onboard systems helped maintain posture and balance. In other words, a person outside the cage was effectively using a 173-centimeter humanoid machine as the physical body delivering movements inside it.

That distinction may become legally important.

California Business and Professions Code Section 18640 gives the State Athletic Commission broad authority over boxing, kickboxing and full-contact martial-arts contests and exhibitions, stating that covered events cannot take place without commission approval. Violations of the chapter can constitute misdemeanors.

Yet Section 18625 defines a combat “contest” or “match” as a full-contact fight “between two or more persons.”

And there is the problem.

A robot is not legally a person. REK has reportedly seized on exactly that language, arguing the statute does not neatly describe a human fighting a machine. But the machine was being operated by another human, which creates a harder question: does remote control make this functionally a person-versus-person contest conducted through robotic hardware?

There does not appear to be a California court decision answering that question yet.

Safety may ultimately matter more than terminology. EngineAI lists the T800 at roughly 75 to 85 kilograms — approximately 165 to 187 pounds — with maximum joint torque of 450 N·m. The manufacturer itself warns users to maintain a safe distance because of the machine's powerful actuators.

That is why this case could matter beyond one viral cage fight. Teleoperated humanoids are becoming physically capable enough that old laws written for two human fighters may soon have to address a third possibility — one human fighting another person's machine.
