California’s New Mojave Steel Mill Brings Hundreds of Jobs and a New Class of Industrial Risk

What Matters in Mojave

1. Pacific Steel Group’s Mojave Micro Mill is bringing primary steelmaking back to California for the first time in more than 50 years, using recycled scrap, electric-arc technology and renewable power. Governor of California

2. Kern County has approved an incentive covering 450 new full-time, permanent living-wage jobs, while California has already committed major tax-credit and energy-storage support to the project. ITS Apps

3. Behind the jobs story is an unusually complex legal and insurance profile involving molten steel, high-voltage power, battery storage, environmental permits, automation, workplace safety and potential business-interruption exposure.

California is getting something it has not seen in more than half a century — a newly built steel mill.

Pacific Steel Group is constructing its Mojave Micro Mill in Kern County, a massive industrial project designed to turn California scrap metal into reinforcing steel, or rebar, rather than depending as heavily on steel made outside the state. The project covers 174 acres and includes roughly 550,000 square feet of mill and accessory buildings, plus a 63-acre solar array. CEQAnet

Pacific Steel Group is a San Diego-based independent reinforcing-steel fabricator and installer. The Mojave project takes the company further upstream. Instead of simply fabricating purchased steel, PSG will melt scrap and manufacture its own rebar, giving it considerably more control over the supply chain. The company says full production could exceed 450,000 tons annually. Pacific Steel Group

The jobs numbers deserve a closer look.

California has promoted the project as creating nearly 700 jobs across occupations including electricians, millwrights, welders, automation specialists and computer-system operators. More concretely, Kern County approved a September 29 agreement providing incentives for 450 new full-time permanent living-wage jobs, with county assistance capped at $3.375 million. That works out to as much as $7,500 per qualifying job. Governor of California

There is another financial layer receiving far less attention.

Pacific Steel previously received a $30 million California Competes tax credit tied to more than $540 million of investment and nearly 450 new jobs. The California Energy Commission subsequently awarded the company $14 million for a long-duration battery system supporting the electrified mill. GO-Biz

And electricity prices themselves may determine how competitive the mill ultimately becomes.

In testimony before the California Public Utilities Commission this year, Pacific Steel said electricity is its largest steel-conversion expense and warned that Southern California Edison industrial electricity rates were dramatically higher than rates in neighboring states. The company is backing a proposed large-power dynamic rate that it says could materially affect the Mojave mill's economics and final operating configuration. California Public Utilities Commission

That makes this more than a steel story. It is also a regulatory experiment in whether California can keep an enormous electricity-dependent manufacturer economically viable while imposing some of the nation's toughest environmental and workplace rules.

The mill underwent full California Environmental Quality Act review. Kern County certified the environmental impact report, and separate wildlife permitting was necessary because construction affects protected Western Joshua trees. State records say the project was authorized to remove 190 Western Joshua trees, encroach upon eight and avoid another 12 under its original incidental-take authorization. CEQAnet

Then comes insurance.

A facility combining an electric-arc furnace, molten steel, high-voltage electrical equipment, solar generation, large-scale battery storage and automated controls presents an unusually concentrated group of exposures. Workers' compensation and employer-liability risks are obvious, but the larger insurance program could also involve property, machinery breakdown, business interruption, environmental impairment, cyber coverage and potentially product liability.

Electric-arc furnaces deserve particular attention. Federal OSHA records from other steel operations document serious and fatal accidents involving molten-metal and steam explosions, including incidents caused when water interacted with molten steel. OSHA

California heat rules add another compliance issue. Manufacturing employers must take heat-illness precautions once indoor workplace temperatures reach specified thresholds — especially relevant in a heavy-industrial plant operating in the Mojave Desert. CalDIR

The risk insurers may find most interesting, however, is dependency. The mill is designed around electrification. Its battery system, solar generation, grid connection and dynamic electricity management are therefore not side projects; they are part of the production chain. A major electrical failure or equipment outage could become a business-interruption event even without catastrophic damage to the mill itself.

That is what makes Mojave unusual. California is not simply bringing back steelmaking. It is testing whether a heavily regulated, highly automated and largely electrified industrial operation can compete at commercial scale — with taxpayers, utility policy, environmental law and insurers all sharing part of that experiment.
