Anna Kepner Killing: Step-Brother Accused in Cruise Ship Murder Continues to Walk Free Before Trial

The shocking Anna Kepner Killing case took another dramatic turn this week after the teenage stepbrother accused of murdering the 18-year-old aboard a Caribbean cruise ship was allowed to remain free pending trial. Federal prosecutors argued that 16-year-old Timothy Hudson posed a danger to others and should be detained immediately. A federal judge declined to revoke his release while seeking more information about juvenile detention options near the family’s Florida home.

The case has drawn national attention since Anna Kepner was found dead aboard the Carnival Horizon in November 2025. Prosecutors allege Hudson raped and killed the Florida teen before hiding her body underneath a bed inside their shared cabin.

Authorities say the disturbing events unfolded while the ship was returning from Mexico to Miami.

Judge Declines Detention Request for Anna Kepner Killing

During a hearing in Miami federal court, prosecutors urged Judge Edwin Torres to place Hudson in custody before his September trial date. Assistant U.S. Attorney Alejandra Lopez argued that the legal circumstances surrounding the case had changed after Hudson agreed to be tried as an adult in federal court.

According to prosecutors, Hudson had initially been released under provisions of the Juvenile Delinquency Act after his February arrest. However, once he agreed to adult prosecution, they argued that the stricter standards of the federal Bail Reform Act should apply.

Lopez described the accusations as “the most serious, egregious, and violative crimes one person can inflict upon another,” according to court filings.

The prosecution also raised concerns about Hudson’s current living arrangement, noting that he resides in a home with other minors.

Judge Torres, however, stopped short of ordering immediate detention. Instead, he said he wanted additional information regarding possible juvenile housing facilities near Hernando County, Florida, where Hudson’s relatives are located.

The judge is expected to revisit the matter before trial.

Investigators Describe Anna Kepner Killing Aboard the Carnival Horizon

Federal investigators believe Anna Kepner was killed inside a cabin aboard the Carnival Horizon during the overnight hours of November 6 into November 7.

The cruise ship, operated by Carnival Cruise Line, can accommodate nearly 5,000 passengers.

According to reports, Anna had gone to bed early after complaining that her braces were hurting. Family members were reportedly elsewhere on the ship while she remained alone in the cabin with Hudson.

Sources familiar with the investigation said Anna’s younger half-brother later returned to the room and went to sleep without realizing her body had allegedly been concealed beneath the bed.

The next morning, family members noticed Anna was missing after two boys went to breakfast without her.

A cleaning crew eventually discovered her body.

Investigators say Anna had been wrapped in a blanket and covered with life preservers. A law enforcement source later told ABC News that the teen died from asphyxiation caused by a “bar hold,” suggesting pressure was applied across her neck.

FBI Investigation of Anna Kepner Killing After Ship Returned to Miami

The investigation quickly became a major federal case once the cruise ship returned to Miami on November 8.

Agents with the Federal Bureau of Investigation boarded the vessel, interviewed passengers and family members, and reviewed surveillance footage from around the ship.

Because the alleged crime occurred aboard a cruise ship traveling international waters and docking in the United States, federal authorities assumed jurisdiction over the case.

Hudson was later arrested and charged with first-degree murder and aggravated sexual abuse.

Court records show the teen has pleaded not guilty and invoked his constitutional right to remain silent.

If convicted, he could face decades behind bars. However, because Hudson was a juvenile at the time of the alleged killing, he cannot receive the death penalty.

In addition, mandatory life-without-parole sentences for juveniles were ruled unconstitutional by the Supreme Court of the United States in 2012.

Family Speaks Out Following Anna Kepner Killing

Anna Kepner’s family has publicly expressed heartbreak and frustration as the legal proceedings continue.

Her father, Christopher Kepner, previously described the horrifying moment he entered the cabin after the body was discovered.

“I checked her pulse. I pulled her out from under the bed. I knew my daughter was dead long before the medical examiner got there,” he reportedly told the Daily Mail.

Christopher has also accused Hudson of showing no remorse since the incident.

“He’s still saying that he can’t remember and that’s about it,” Christopher alleged. “He hasn’t apologized. He hasn’t shown any remorse for anything.”

The blended family relationship has added another layer of complexity to the case. Hudson’s mother, Shauntel Hudson, is married to Christopher Kepner.

The family had reportedly embarked on the cruise as a vacation together before tragedy struck.

Anna Kepner Remembered as Energetic and Ambitious

Friends and relatives have remembered Anna Kepner as an outgoing teenager with ambitious career goals and a love of travel.

The Titusville, Florida resident reportedly hoped to join the U.S. Navy or eventually become a K9 handler with the Titusville Police Department after graduating high school.

Family members described her as “pure energy” in her obituary.

“Bubbly, funny, outgoing, and completely herself,” relatives wrote.

Anna had documented many of her trips and cruises on TikTok and social media before her death.

Her killing sparked widespread public reaction online, particularly because of the allegations involving family members and the confined setting aboard a cruise ship.

Legal Questions Remain in Anna Kepner Killing

The Anna Kepner case has also reignited broader discussions about how juvenile defendants are handled in violent criminal cases.

Under federal law, minors accused of serious offenses can sometimes be transferred to adult court depending on the severity of the allegations and the defendant’s age.

Legal experts note that the transition from juvenile proceedings to adult prosecution often dramatically changes detention rules, sentencing exposure, and courtroom procedures.

In Hudson’s case, prosecutors maintain that adult detention standards should now apply because he agreed to face trial as an adult.

Defense attorneys, meanwhile, continue to argue against pretrial incarceration.

The next major development in the case is expected when Hudson returns to court ahead of his scheduled September 8 trial date in Miami federal court.

Cruise Ship Crimes Often Fall Under Federal Jurisdiction

Crimes committed aboard cruise ships frequently involve overlapping international and federal legal issues.

According to the U.S. Department of Transportation Maritime Administration, incidents occurring in international waters can become subject to federal jurisdiction when ships dock at U.S. ports or involve American citizens.

Cases involving violent crimes aboard cruise ships are relatively rare but often attract significant media attention due to the isolated nature of incidents at sea.

The Anna Kepner investigation remains one of the most closely watched federal criminal cases involving a cruise ship death in recent years.
