A software company has urged the U.S. Court of Federal Claims to demand the U.S. Postal Service reconsider its decision to redo a substantial $281.8 million vehicle tracking contract. Samsara Inc. contends that the USPS’ corrective action failed to account for significant advancements already made under the original agreement.
Tracking Tech Maker Calls USPS’ $282M Deal Redo Irrational: Rationale Behind Reevaluation Criticized
Samsara Inc. argued that the USPS’ decision to reassess its contract with Geotab USA Inc. was flawed. The agency’s corrective action overlooked the fact that approximately one-third of the tracking technology deployment, initiated in November 2022, had already been completed. Over 117,000 USPS vehicles were equipped with Geotab’s telematics devices, a decision that now complicates any potential transition to another contractor.
Tracking Tech Maker Calls USPS’ $282M Deal Redo Irrational: Samsara’s Legal Challenge
In a recently unsealed brief, Samsara highlighted that the USPS had boxed itself into a corner. “The USPS never really had a choice other than reaffirming the same award to Geotab,” Samsara emphasized, criticizing the Postal Service for not pausing the ongoing Geotab contract during the litigation period. The company pointed out that the USPS had accepted the risk of continued installation by Geotab, despite the ongoing legal dispute, which ultimately led to a costly predicament when the court initially ruled in favor of Samsara.
Court’s Initial Ruling and USPS’ Response
Judge Thompson M. Dietz previously ruled that the Postal Service had employed unstated evaluation criteria against Samsara’s proposal. Following this criticism, the USPS reassessed Samsara’s proposal but still decided to uphold its contract with Geotab. This decision prompted Samsara to argue that the USPS should have updated the deal’s terms to align with new developments, such as the procurement of a new fleet management information system and updates to its fleet electrification plans.
Call for Comprehensive Corrective Action
Samsara is now pressing the court for a more thorough corrective measure, which includes revising the solicitation process, accepting updated proposals, and employing new evaluators. They are also urging that the USPS be compelled to remove all Geotab-installed devices, a move that underscores the complexity and escalating stakes of this legal entanglement.
