California Allocates $267 Million to Combat Smash-and-Grab Robberies

To tackle the surge of smash-and-grab robberies plaguing California, the state has committed a staggering $267 million towards fortifying law enforcement efforts. This substantial allocation will empower local police agencies, enhance surveillance capabilities, and initiate a comprehensive crackdown on rampant thefts.

 Authorities are ramping up to combat the notorious luxury store heists that have rattled the state.

Officials from the California Highway Patrol, as well as law enforcement agencies in San Francisco and Los Angeles, jointly announced this groundbreaking initiative on Friday. 

 These brazen robberies, often involve a number of people working in concert who storm into stores and make off with high-value items. Local communities have been shaken. A number of viral videos have garnered widespread attention leading to a  debate over California's approach to crime.

Governor Gavin Newsom, a Democrat, voiced his determination to put an end to these crimes, stating, "Enough with these brazen smash-and-grabs — we're ensuring law enforcement agencies have the resources they need to take down these criminals." This significant financial commitment stems from a request made by Newsom in late 2021, following his endorsement of a law aimed at reinstating a statewide task force dedicated to investigating organized theft rings.

The $267 million will be disbursed through grants to a total of 55 agencies, including local police departments, sheriff's offices, and district attorney's offices. 

Over the next three years, these grants will enable law enforcement to establish specialized investigative units, increase foot patrols in vulnerable areas, acquire cutting-edge surveillance technology and equipment, and intensify efforts to combat vehicle theft and catalytic converter theft, a mounting concern particularly in the Bay Area. 

A portion of the funds will be allocated to bolster units within district attorney's offices focused on prosecuting these crimes.

Highlighting the impact of this investment, California Highway Patrol Commissioner Sean Duryee hailed it as a "game changer" that should significantly enhance the state's capacity to combat organized retail crime.

 Speaking at a news conference on Friday, Duryee emphasized the importance of these resources as a "force multiplier" in the battle against criminal organizations.

Increase in smash-and-grab robberies

Recent years have seen an alarming increase in large-scale thefts targeting retailers in California, as well as in cities like New York, Chicago and Minneapolis.

 Criminal groups have resorted to coordinated mass shoplifting events or brazenly entering stores to execute smash-and-grab robberies. Last month, a Nordstrom store in the Westfield Topanga Shopping Center was swarmed by dozens of individuals in a flash mob-style attack, with losses estimated between $60,000 and $100,000. Videos of these incidents have gone viral, drawing attention to the severity of the problem.

High-end retailers, such as Gucci and Yves Saint Laurent, have also fallen victim to these daring criminals, prompting authorities to establish dedicated task forces to investigate these crimes. 

Brian Cornell, CEO of Target, revealed that shoplifting incidents involving "violence or threats of violence" had surged by 120% in the first five months of the year.

Los Angeles Mayor Karen Bass, while announcing the formation of a new task force to combat these crimes, emphasized the importance of ensuring the safety of both shoppers and entrepreneurs. "No Angeleno should feel like it's not safe to go shopping in Los Angeles," she declared. "No entrepreneur should feel like it's not safe to open a business."

Assistant Sheriff Holly Francisco of Los Angeles underscored the critical role that the new funding plays in enabling law enforcement to respond effectively to large-scale, organized crimes that have the potential to turn violent. 

“Recently, we’ve seen suspects use weapons consisting of firearms, pepper spray and bear spray to fend off employees or loss prevention officers and just cause chaos to the people shopping there,” she said Friday. “Our goal is to reduce the number of retail thefts and actively investigate all the criminals involved.”
