In a startling revelation, the U.S. Department of Education unveiled its intention to impose a staggering $37.7 million fine on Grand Canyon University (GCU) for perpetuating an elaborate deception that affected thousands of students. GCU, a Christian university based in Phoenix, is facing this punitive action for misleading its students regarding the true cost of their doctoral programs over several years.

Deceptive Advertising Unearthed

An intensive investigation conducted by the department's Federal Student Aid office has unearthed a web of deceit in GCU's advertising. The university advertised a significantly lower cost for its doctoral programs, which turned out to be untrue for a whopping 98% of students. This extensive deception impacted a staggering 7,547 students, leading to the imposition of a $5,000 fine for each violation.

GCU responded with a defiant statement, categorically denying all accusations laid out in the Department of Education's findings. The university vowed to take every necessary measure to defend its reputation against what it perceives as unjust and politically motivated allegations.

"We are not aware of any other regionally accredited 501(c)(3) nonprofit university receiving this level of coordinated and unwarranted scrutiny," the university declared. "The combination of these scenarios makes it clear to us that GCU is being unjustly targeted in an agenda-driven manner, and it is alarming that individuals within these agencies have unfettered discretion within the federal government to use their positions to attack institutions with whom they are ideologically opposed."

Years of False Advertising

The trail of false advertising dates back to 2017, as revealed in a letter to GCU President Brian Mueller from the Department of Education. With over 100,000 students, GCU received a colossal $1 billion in federal funding during the 2021-22 award year under Title VI of the Higher Education Act. The university primarily offers undergraduate and graduate degree programs through online instruction.

The Misleading Doctoral Programs

GCU's extensive array of 35 doctoral degree programs includes fields like business administration, education, and philosophy. Although the university's marketing materials stated that doctoral programs cost between $40,000 and $49,000, a minuscule 2% of students actually graduated within this price range. The overwhelming majority of students found themselves enrolling in costly "continuation courses" vital for meeting dissertation requirements, leading to unexpected financial burdens.

The fallout was evident, with an astonishing 78% of graduates from certain programs forced to pay an extra $10,000 to $12,000 in tuition costs compared to GCU's explicit advertising.

In response to the investigation, GCU pointed to fine print disclosures in enrollment agreements as a means of mitigating their misleading advertising. The Department of Education, however, dismissed these disclosures as inadequate, asserting that they failed to rectify the substantial misrepresentations regarding the program's cost. Moreover, the department noted that the disclosures were buried within dense documents, far less prominent than the initial misrepresentations.

Strict Conditions and Accountability

Aside from the substantial fine, the Department of Education has laid out stringent conditions for the next three years regarding GCU's participation in federal student aid programs. These include enhanced monitoring and reporting requirements to ensure the accurate representation of the doctoral program's actual cost. The university must also educate enrolled doctoral students and staff on how to submit complaints and report any misconduct or violations through the department's tip line.

Expressing their resolve, Richard Cordray, Chief Operating Officer of the Federal Student Aid office, declared, "GCU lied about the cost of its doctoral programs to attract students to enroll. FSA takes its oversight responsibilities seriously. GCU's lies harmed students, broke their trust, and led to unexpectedly high levels of student debt. Today, we are holding GCU accountable for its actions, protecting students and taxpayers, and upholding the integrity of the federal student aid programs."
