Vice President Kamala Harris unveiled a sweeping economic plan Friday, promising to crack down on large corporate food mergers and introduce the first-ever federal ban on price gouging. The announcement comes just days after one of the largest food industry tie-ups in history was revealed, signaling a strong stance against consolidation and its impact on American consumers.

Harris Economic Plan  : A Bold Move Against Corporate Consolidation

The Harris Economic Plan emphasizes her administration's commitment to "lower costs for American families," particularly by targeting what she describes as "unfair mergers and acquisitions" in the food industry. Harris argues that extreme consolidation has led to inflated grocery bills, placing an undue burden on American households.

"Extreme consolidation in the food industry has led to higher prices that account for a large part of higher grocery bills," the statement from Harris' campaign reads. "To confront this issue, Vice President Harris will also direct her administration to crack down on unfair mergers and acquisitions that give big food corporations the power to jack up food and grocery prices and undermine competition."

The plan also promises to bolster small businesses, such as local grocery stores, meat processors, farmers, and ranchers, to enhance competition within these sectors.

Recent Mergers Highlight the Issue

While the statement did not specify particular mergers, it was released in the wake of snack food and candy giant Mars Inc.’s announcement of a $35.9 billion deal to acquire Kellanova, the maker of popular snacks like Cheez-It and Pringles. This merger is the largest announced so far this year, highlighting the relevance of Harris’ focus on corporate consolidation.

In addition to this, the Federal Trade Commission under President Joe Biden is currently attempting to block a $24.6 billion merger between supermarket giants Albertsons and Kroger. The FTC has already challenged this deal in court, citing concerns over reduced competition and higher prices.

Harris Economic Plan  : Introducing a Federal Ban on Price Gouging

A cornerstone of the Harris Economic Plan is the introduction of the first-ever federal ban on price gouging in the food and grocery sector. This move is part of a broader effort to keep inflation in check and prevent large corporations from exploiting consumers to generate excessive profits.

The plan proposes new authority for the Federal Trade Commission (FTC) and state attorneys general to "investigate and impose strict new penalties on companies that break the rules." According to the statement, many large grocery chains have kept prices high even as production costs have leveled off, resulting in "their highest profits in two decades."

"While some food companies have passed along these savings, others still have not," the statement continued. Harris asserts that while price fluctuations are normal in free markets, there is a clear distinction between fair pricing and the excessive prices unrelated to business costs that consumers have been facing.

A Broader Agenda for Economic Relief

The Harris Economic Plan extends beyond the food industry, outlining measures aimed at cutting taxes for the middle class, reducing housing costs, lowering prescription drug prices, and relieving medical debt. This comprehensive approach aims to provide broad economic relief to millions of Americans, reinforcing Harris’ commitment to addressing economic inequality.
