Second Protective Order Against Kilmar Abrego Garcia Reveals New Evidence of Human Trafficking, Domestic Violence, and Child Endangerment; Threatened Wife with Murder

These aren’t the words of a man quietly rehabilitating his life. They are the chilling threats of Kilmar Abrego Garcia, a man U.S. authorities now categorize as a terrorist and known MS-13 affiliate.

A second, newly released protective order, filed in August 2020, only months after they were married, and obtained by USA Herald, paints a disturbing portrait of Garcia’s propensity for violence and wanton disregard for the law; but despite his incarceration history, immigration violations, and violent gang affiliations, was allowed to reenter American society—where he resumed a reign of terror over his wife, and children.

This second protective order predates the one Garcia’s wife filed in 2021, where she, again begged the courts for protection — this time she added video evidence of his attacks and said she was terrified to be around him.

Jennifer Vasquez Sura married Kilmar Abrego Garcia while he was incarcerated. According to court documents and reports, they married in 2019 in a Maryland detention center during his detention by ICE.

At closer examination of this case, it is clear that is not just about Kilmar Garcia, it is also about Jennifer Vasquez Sura—his wife. And her silence.

And perhaps, her complicity.

On August 3, 2020, Jennifer fled to her car in a desperate attempt to retrieve her phone. She managed to dial 911. Minutes later, officers arrived to find Garcia not only refusing to comply—but smashing her phone in front of them.

The protective order from that date is damning. Garcia:

  • Locked two children in a room,
  • Disabled the stove as she attempted to cook,
  • Slapped, pushed, and kicked her,
  • Took her vehicle and communication devices,
  • And threatened her life.

She writes in her own hand:

“Today, Aug 3, 2020, My husband took my phone around 1:00am, and in the morning he wanted to take my car, but I told him I was going to go out with my kids. He then got angry. I went upstairs to make food for my kids but he turned off the stove

and told me I wasn’t going to cook anything for him until I gave him my key. Then I try to go back to the basement & he had locked 2 of my kids in the room, and the baby was sleep in the crib. I could hear them crying. I looked for help but no one was home. I then went to the car & found phone — was able to call 911. I try to return inside but he locked all doors. After 5 min waiting for police, he opened the door and told me to give him the keys.

I again try to make food for my kids because I could hear them crying/screaming. I told him to let me go downstairs but he blocked the door. I went to look out the window & I saw someone walking. I opened the door & yelled for help. When my husband heard, he grabbed me back inside & slapped me.

Police came. He acted violent with them & broke my phone in front of officer. This is not the 1st time. It been a couple of occasions he takes my phone and car & I’m left without be[ing] able to call anyone. I have photos of all the houses he’s left on my body. In my house is broken TVs, my son’s tablet, my car windshield, phones. Me & my kids are afraid now. He kicked me, pushed me, slapped me in the face. Threaten me, I also have a recording that he told my ex-mother-in-law that even if he kills me, no one can do anything to him.”

Still, he was released.

Jennifer Vasquez: Victim or Enabler?

Here is where the legal questions sharpen their teeth.

This was not the first protective order Jennifer filed. It was not the first time she claimed he assaulted her. It was not the first time he allegedly endangered her children. And yet, after marrying a known gang member behind bars, she remained in the relationship. She left her children with an 11-year-old babysitter, according to her ex, Edwin Trejo Ramos—who filed a 2018 emergency custody petition citing her suicide attempt, erratic behavior, and gang affiliations.

“She is dating a gang member,” Ramos explicitly stated in his petition for an emergency custody hearing, which was ultimately denied and dismissed in early 2019 on jurisdictional grounds.

Although the petition did not name Abrego Garcia directly, the timeline of Sura’s relationship with the Salvadoran national, strongly suggests he was the gang member in question.

Can she still be viewed as an unwitting victim?

If a parent, repeatedly warned by courts and battered by her own experience, still allows a known abuser to reenter the home—does her duty to her children not rise to the level of recklessness?

Does her silence not veer into complicity?

Traffic Stop Turns to Trafficking Allegation

In December 2022, Garcia was pulled over in Tennessee. Inside the vehicle were seven individuals—suspected trafficking victims. The car was registered to Jose Ramon Hernandez Reyes, a man convicted of human trafficking in 2020. Reyes pleaded guilty to conspiring to transport undocumented individuals across the country.

Garcia, now deported as of March 15, 2025, drove Reyes’ car while transporting those individuals from Texas to Maryland.

Was Jennifer involved? Was her residence a destination point? Or worse—a safe house?

We are forced to ask, because government officials didn’t.

Classified as a Terrorist

Garcia is no longer merely a violent man with a temper. In 2025, MS-13 was formally designated a Foreign Terrorist Organization (FTO). His affiliation makes him legally classified as a terrorist under U.S. law.

And yet, he remained in the U.S. for years after his bond was denied based on confidential informant testimony identifying him as a gang affiliate. He was granted “withholding of removal”—a form of legal protection against deportation—on the basis that he might be harmed by rival gangs back in El Salvador.

This legal technicality gave him permission to live and work in the U.S., while he allegedly committed violent crimes and engaged in cross-state human smuggling.

The Legal Framework Fails Again

U.S. Immigration and Nationality Act § 241(b)(3)(B) states that withholding of removal must be denied if the applicant:

  • Has committed a serious nonpolitical crime,
  • Or poses a danger to U.S. security.

Both conditions apply to Garcia. The failure to revoke his protection status earlier represents a monumental breakdown of immigration enforcement.

Is Jennifer Part of the Problem?

The question becomes: What did Jennifer know, and when?

She recorded his death threats. She witnessed the trafficking incident. She sought multiple protective orders. Yet she stayed.

Was she afraid—or was she aligned?

We may never know. But her documented failures to comply with prior court custody directives and the serious allegations made by the father of her other children should not be overlooked. The public deserves transparency.

The children deserve protection.

And our immigration system demands reform.
