Supreme Court Clears Path for Massive Education Department Layoffs

In a consequential move that could reshape federal education policy, the U.S. Supreme Court on Monday lifted a lower court's block on massive layoffs at the U.S. Department of Education, effectively greenlighting the Trump administration’s plan to fire nearly 1,400 employees and begin a historic restructuring of the agency.

The unsigned ruling allows the administration to move forward with job cuts despite constitutional challenges and a strong dissent from the court's liberal wing, which warned of an executive power overreach.

Liberal Justices Warn of “Unilateral Dismantling”

In a pointed 19-page dissent, Justice Sonia Sotomayor, joined by Justices Elena Kagan and Ketanji Brown Jackson, accused the majority of endorsing a dangerous abuse of power.

“The president must take care that the laws are faithfully executed, not set out to dismantle them,” Sotomayor wrote. “Today, the majority rewards clear defiance of that core principle with emergency relief.”

The dissent painted the administration’s actions as a stealth campaign to eliminate a Cabinet-level agency without Congressional approval — something Justice Sotomayor said only Congress has the power to do.

Layoffs Are Part of Broader Plan to Shutter Department

The Education Department first revealed plans to slash 50% of its workforce in March, as part of a March 20 executive order aimed at transferring many of its "discretionary functions" to the states. The administration, led by President Donald Trump and Education Secretary Linda McMahon, has argued the moves will "streamline" government.

More than 1,378 employees have been placed on administrative leave and are slated for termination under the plan. Judge Myong J. Joun, a Biden appointee, had previously granted an injunction halting the firings, but Monday’s decision suspends that protection pending appeal.

Legal War: States, Unions, Schools vs. Federal Government

The move drew swift legal resistance from New York, 19 other states, and the District of Columbia, which filed suit in Massachusetts federal court. They were soon joined by teachers’ unions and local school districts, arguing that the layoffs would gut the department's ability to fulfill key statutory functions.

One central example: the team responsible for publishing the Nation’s Report Card, a federally mandated annual education benchmark. Plaintiffs said the team had been slashed from 80 people to just three, rendering it unable to produce data crucial for setting academic standards across the country.

“This is not about employee rights,” the states argued. “This is about preventing irreparable harm to national education infrastructure.”

High Court Divided Over Executive Authority

While the administration insisted that the lawsuits were based on “speculative” fears, the lower courts weren’t persuaded. The First Circuit previously rejected the administration’s appeal, citing the lack of authority by an executive agency to "self-abolish".

Unable to prevail there, Trump and McMahon took the fight to the Supreme Court, arguing that any employment-based challenge should go through the Merit Systems Protection Board — a route that does not permit challenges from states or non-federal employees.

The high court’s conservative majority granted the emergency application, effectively setting the precedent that a president may execute sweeping structural changes to an executive agency without Congressional consent — at least temporarily.

Plaintiffs Sound Alarm on Student Impact

In a joint statement Monday, unions and school districts expressed "profound disappointment" at the ruling.

“The administration's plan will immediately and irreparably harm students, educators, and communities,” the statement said.

Legal counsel for the Education Department did not immediately respond to requests for comment. The New York Attorney General’s Office, which led the states’ challenge, also declined to comment.

As the Department of Education braces for massive internal changes, the broader implications may ripple far beyond Washington — redefining how America governs its education system for generations to come.
