In May 2022, multiple law enforcement agencies executed a search warrant at the facility, seizing 445 beagles suffering from “acute distress” requiring treatment for life-threatening conditions, according to the information.

Inadequate Veterinary Care

Prosecutors stated that Envigo hired an inadequate attending veterinarian, identified as “AV,” despite internal concerns about AV’s competence. After acquiring the facility, Envigo continued to employ AV despite ongoing employee complaints about AV’s surgical skills, supervisory abilities, and attendance, according to the information.

Substandard Conditions

Prosecutors revealed that Envigo was aware the water provided to dogs at the Cumberland facility was unsuitable for drinking and provided bottled water for employees. The company violated AWA standards for housing the dogs, with inspectors finding as many as nine puppies in a 16-square-foot enclosure, the information said.
