The founder and CEO of the messaging platform Telegram, Pavel Durov, was detained at a Paris airport on an arrest warrant alleging his platform has been used for money laundering, drug trafficking, and other criminal offenses, according to French media reports.

Detention at Paris-Le Bourget Airport

Pavel Durov, a dual citizen of France and Russia, was taken into custody on Saturday evening after arriving in France from Azerbaijan. The 39-year-old billionaire, who resides in Dubai where Telegram is headquartered, also holds dual citizenship in France and the United Arab Emirates (UAE).

Upon his arrival at Paris-Le Bourget Airport, Durov was met by investigators from the National Anti-Fraud Office, which is part of the French customs department. The investigators informed him that he was being placed in police custody.

Allegations and Potential Legal Consequences

The arrest warrant for Durov was reportedly issued by France at the request of a specialized unit within the country's interior ministry. This unit is responsible for investigating crimes against minors, including online sexual exploitation, the possession and distribution of child sexual abuse content, and grooming for sexual purposes. If convicted, Durov could face up to 20 years in prison, a sobering prospect for the tech entrepreneur.

A French judicial official indicated that Durov might appear before a judge later on Sunday to determine whether he would remain in custody.

Telegram Under Fire

Telegram, an encrypted messaging service, was launched by Pavel Durov and his brother Nikolai in 2013. Prior to founding Telegram, Durov developed the Russian social network Vkontakte in 2006, which he later sold for $300 million in 2015. 

In 2014 he was forced to step down as the Vkontakte CEO by the Russian government., leading him to leave Russia.

Durov's current wealth largely stems from Telegram, which boasts 950 million active users and is valued at over $30 billion. Telegram's rise to prominence has not been without controversy, particularly in Russia, where authorities have clamped down on the digital space. Regulations have been adopted that force internet providers to block websites and require cellphone operators to store call records and messages that can be shared with security services.

In this increasingly repressive environment, Telegram became a vital tool for Russians seeking a secure way to communicate and share news. In 2018, the Russian media watchdog Roskomnadzor attempted to block Telegram due to its refusal to hand over encryption keys, but ultimately failed to fully restrict access to the app.

Western Criticism and Legal Challenges

Governments in the West have also been critical of Telegram, particularly regarding the platform's perceived lack of content moderation. Telegram has faced fines in both Germany and France due to concerns over how it manages harmful content on its platform.

In response to these criticisms, Telegram issued a statement on its platform asserting that it abides by European Union laws, including the Digital Services Act. 

The company stated that its moderation efforts are "within industry standards and constantly improving." Telegram also defended Durov, emphasizing that he "has nothing to hide and travels frequently in Europe."

The company dismissed the notion that a platform or its owner could be held responsible for the misuse of the platform by its users. "Almost a billion users globally use Telegram as a means of communication and as a source of vital information. We’re awaiting a prompt resolution of this situation. Telegram is with you all," the statement read.

Elon Musk and Others React

The arrest of Durov has not gone unnoticed by prominent figures in the tech industry. Elon Musk, the billionaire owner of the social media platform X and a self-proclaimed "free speech absolutist," took to social media to express his support for Durov. Musk posted "#freePavel" following the news of the arrest.

Russian government officials have expressed outrage over his detention. Officials at the Russian Embassy in Paris have requested access to Durov. 

Russian Foreign Ministry spokeswoman Maria Zakharova noted that French authorities view Durov's French citizenship as his primary one. Some officials have accused the West of holding a double standard on freedom of speech.

In a statement to the Associated Press earlier this month, Telegram emphasized its commitment to combating the misuse of its platform. 

The company highlighted that its moderators use a combination of proactive monitoring and user reports to remove content that violates Telegram's terms of service. Each day, millions of pieces of harmful content are removed, according to the company.
