A quarter of a century after 17-year-old Victoria Hall vanished into the night, a judge at London’s Old Bailey declared that Steve Wright given 40 year sentence would stand as formal recognition of a life stolen and a family shattered.

Wright, 67, already serving a whole-life term for murdering five women in Ipswich in 2006, was sentenced for the kidnap and killing of Victoria and the attempted abduction of another woman in Suffolk in September 1999.

A Predator “On the Prowl”

The court heard Wright had been “on the prowl” in Felixstowe when he first targeted 22-year-old Emily Doherty on 18 September 1999. The following night, he abducted Victoria after she left the Bandbox nightclub with her friend, Gemma Algar.

The two young women parted near their homes in Trimley St Mary at about 01:00 BST.

“That’s the last time anyone — apart from you — saw Victoria Hall alive,” Mr Justice Bennathan told Wright.

Neighbours and Gemma reported hearing two piercing screams, followed by the sound of a car speeding away. Five days later, Victoria’s naked body was discovered in a ditch in Creeting St Peter, roughly 25 miles (40km) from where she was last seen.

Expert testimony established she had been asphyxiated within hours of her abduction. DNA evidence taken at the time showed she had also been raped or sexually assaulted.

“For reasons only you know, you snatched her away and you crushed that young life,” the judge said.

Attempted Kidnap the Night Before

The horror nearly repeated itself the previous evening. Doherty, separated from friends and her husband at the same nightclub, was walking alone when Wright tried to seize her.

“She was too alert and too quick,” the judge said, recounting how Doherty escaped by pounding on a couple’s front door until they called police.

“I am sure that if you had managed to abduct her you would have killed her,” Mr Justice Bennathan said, pointing to Wright’s crimes the following night and the Ipswich murders in 2006.

“There is no way you would have set her free to have you arrested.”

In a victim impact statement, Doherty described raw terror.

“I have never been so scared in my life. I thought my heart was going to explode in my chest,” she said. “I had never ran so fast or jumped over walls like that.”

She told the court officers failed to record her account properly, questioned how much she had drunk and did not believe her. “To this day, I am furious,” she said. “I wasn’t taken serious. I was made to feel like a silly little girl.”

The judge said she had lived with lasting anxiety and misplaced guilt, wrongly blaming herself for not pushing harder for police action.

Breakthrough in DNA Evidence

Wright was identified as a suspect in the 2006 murders of Tania Nicol, Anneli Alderton, Annette Nicholls, Paula Clennell and Gemma Adams, all sex workers in Ipswich. His DNA was placed on the national database in 2001.

But only advances in forensic science decades later conclusively linked him to swabs taken from Victoria’s body.

Prosecutor Jocelyn Ledward KC said Suffolk Police would decide the scope of any inquiry into missed investigative opportunities. The Old Bailey heard officers had halted research into possible vehicles connected to Victoria’s abduction.

Wright, dressed in a grey sweatshirt and trousers, showed no visible emotion as Victoria’s friend Gemma and her brother Steven — speaking also for their father, Graham — wept while describing the devastation wrought on their family.

The judge noted that Victoria’s mother, Lorinda, died in December without knowing her daughter’s killer had finally admitted responsibility. Wright pleaded guilty on Monday, the first time he has publicly acknowledged any murder.

Sentence That “Will Make No Difference”

Wright was sentenced to life imprisonment with a minimum term of 40 years for murder. He received 12 years for Victoria’s kidnap and nine years for Doherty’s attempted kidnap. All terms will run concurrently.

The judge acknowledged the additional sentence would “almost certainly make no difference” given Wright’s existing whole-life order, but said it remained his duty to impose a proper penalty.

“Even if this were your only life sentence, given your obvious dangerousness and your age, it is extraordinarily unlikely you would ever be released,” he said. “Given the sentence already imposed for your other dreadful crimes, it is well nigh certain you will die in prison.”

Outside court, Graham Hall said he was heartbroken his late wife did not live to witness the sentencing, though “she did know it was probably Steve Wright.”

“Victoria was a loving girl with her whole life before her,” he said. “All of this was snatched away by Steve Wright.”

Det Ch Insp Matthew Connick of Suffolk Police praised the Hall family’s resilience and acknowledged the profound impact on Doherty.

“I am glad we have been able to provide answers and a sense of justice delivered,” he said.

Investigators said Wright had made “significant attempts to cover his tracks,” including selling his car, but ultimately had “no alternative” but to plead guilty under the weight of mounting evidence.

For Victoria Hall’s family, the verdict closes one chapter of a tragedy that has echoed across decades — but, as the judge made clear, no sentence can truly measure the life that was lost.
