Tariff War Escalates as Canada Announces Retaliatory Tariffs Against U.S.

OTTAWA — The Tariff War between Canada and the United States escalated Saturday after Canadian Prime Minister Mark Carney announced that Ottawa will impose dollar-for-dollar retaliatory tariffs. They will be applied on a range of U.S. products beginning Sept. 8, following the Trump administration's new 50% tariffs on Canadian goods.

The announcement came after days of intense negotiations failed to produce a new trade agreement between the two longtime economic partners. The dispute now threatens to further complicate the future of the United States-Mexico-Canada Agreement, or USMCA, which has governed much of North American trade.

The latest U.S. duties affect about $20 billion worth of Canadian exports, including wine, furniture, dairy products, cement, clothing, fishing equipment and hockey equipment. The tariffs represent roughly 5% of Canada's exports to the United States, according to reporting from Reuters and other news organizations.

Canada Plans Dollar-for-Dollar Response in Tariff War

Carney said Canada will respond by targeting U.S. steel, dairy products, appliances, agricultural equipment, pulp and paper, electronics and other goods."Canada will match Washington's new tariffs dollar for dollar," Carney said, describing the measures as an effort to protect Canadian workers, farmers, families and businesses.

The Canadian government said additional details of the tariff package will be released in the coming days. The measures are scheduled to take effect Sept. 8, the Tuesday following Canada's Labor Day holiday.

Carney also announced plans for additional assistance to Canadian industries affected by the U.S. tariffs. Government support measures are expected to be outlined next week and could remain in place for years if the dispute continues.

Tariff War Disrupts Canadian Businesses

The Canadian Chamber of Commerce has warned that businesses across the country will have to prepare for significant disruption.

Vulnerable industries, including softwood lumber and wine, could face increased costs, reduced demand and potential job losses or business closures.

The U.S. response was already taking shape Saturday. U.S. Trade Representative Jamieson Greer told Fox News that the administration was moving toward measures responding to Canada's retaliation. He also said no new trade negotiations with Ottawa were planned at this point.

Trade Talks Collapse Over New U.S. Demands

The latest escalation followed the collapse of negotiations late Friday.

Carney said negotiators had made progress toward a possible agreement but that last-minute U.S. proposals changed the equation.

He characterized the new terms as economically damaging to Canada and said they would have limited Canada's ability to pursue independent trade agreements.

Canada also objected to proposals involving cultural and language protections and what Carney described as matters of Canadian sovereignty.

"We cannot accept what they have offered, and we will not give what they have asked," Carney said.

Tariff War Threatens Canada's Preferential Trade Policy

The Canadian government has spent the past 18 months attempting to preserve preferential access to the U.S. market while reducing the economic damage caused by successive American tariffs.

Carney's government has also emphasized diversifying Canadian trade beyond the United States.

The economic stakes are substantial. Canada sends nearly 70% of its exports to the United States, leaving Canadian manufacturers, farmers and other exporters particularly exposed to changes in American trade policy.

Vehicle Size Becomes a Major Sticking Point

One of the most significant unresolved issues involved the size and classification of vehicles manufactured in Canada.

Canadian negotiators sought to extend favorable tariff treatment for light-duty vehicles to medium- and heavy-duty trucks. The United States resisted that proposal, according to sources familiar with the negotiations.

The disagreement was particularly important to Canada's automotive manufacturing industry because several large trucks are produced at Canadian facilities.

Among the vehicles affected by the dispute are Ford's F-350, F-450 and F-550 trucks, as well as General Motors' Chevrolet Silverado.

Canadian officials argued that excluding those larger vehicles from favorable tariff treatment could make Canadian production less competitive in the North American market.

Vehicle Manufacturing Now Involved in Tariff War

The vehicle dispute illustrates how the tariff conflict extends beyond traditional categories such as steel and agricultural products. North American vehicle manufacturing relies on an integrated supply chain in which parts and finished vehicles frequently cross the U.S.-Canada border.

Tariffs on larger vehicles can therefore affect manufacturers, suppliers, transportation companies and consumers on both sides of the border.

Businesses Brace for Higher Costs

The latest tariffs could have consequences well beyond government trade statistics.

A tariff is a tax imposed on imported goods. Although governments collect the money from importers, businesses can respond by raising prices, absorbing some of the additional expense, changing suppliers or reducing production.

The eventual effect depends on how companies and consumers respond.

Canadian businesses are particularly concerned about losing access to the U.S. market or becoming less competitive because of the additional costs.

At the same time, Canadian retaliation could increase costs for American manufacturers and consumers purchasing affected products.

Confusion as Supply Chains

Ontario Premier Doug Ford, whose province has a major automotive and manufacturing industry, backed Carney's decision and said the proposed U.S. terms would have harmed Ontario's auto, steel and manufacturing sectors.

The dispute also creates uncertainty for companies that have spent decades building supply chains around relatively open trade between the two countries.

Tariff War Opens a New Phase in U.S.-Canada Relations

The latest confrontation represents another significant deterioration in the traditionally close economic relationship between Washington and Ottawa.

The two countries remain deeply connected through manufacturing, agriculture, energy and cross-border commerce. But the breakdown of negotiations and the introduction of another round of tariffs could force businesses to reconsider where they manufacture products, where they obtain materials and which markets they depend upon.

Carney has said Canada intends to strengthen domestic industries while pursuing additional international trade relationships.

For now, however, the immediate focus is on Sept. 8, when Canada's retaliatory tariffs are scheduled to begin.

The outcome could depend on whether the new tariffs eventually push both governments back toward negotiations or instead lead to another round of retaliatory measures.
