The United Nations became a major venue for renewed diplomatic efforts Friday as Iranian Foreign Minister Abbas Araqchi said Tehran had transmitted a proposal to the United States through Qatari mediators that could lead to the reopening of the Strait of Hormuz and a pause in fighting across the region. The proposal would establish a seven-day period for implementing the conditions of a broader arrangement, according to Araqchi.

The diplomatic initiative comes as the conflict continues to affect shipping, energy markets and security across the Middle East. The Strait of Hormuz, a critical route for global energy shipments, has become one of the central issues in discussions between Washington and Tehran.

Iran's Seven-Day Proposal

Araqchi said Iran was prepared to reopen the Strait of Hormuz if the United States agreed to conditions outlined in Tehran's proposal.

According to the Iranian foreign minister, the plan would involve an end to hostilities on multiple fronts, including Lebanon, followed by the reopening of the strategic waterway. Iran is also seeking the lifting of the U.S. blockade on Iranian ports, the release of frozen Iranian funds and the removal of oil sanctions.

Araqchi said that if there were sufficient seriousness on the U.S. side, preparations were already in place to move toward an agreement.

Iran previously transmitted its proposal through intermediaries, and Qatari officials have played a role in communications between Tehran and Washington.

United Nations General Assembly is Diplomatic Backdrop

The proposal emerged during the annual United Nations General Assembly in New York, where world leaders and diplomats gathered while the seven-month-old conflict continued.

Iranian officials have viewed the UN gathering as an opportunity to restart negotiations with Washington. Reuters reported earlier in the week that Iran's delegation had authority to pursue diplomatic negotiations during the General Assembly.

The United States and Iran have communicated through intermediaries, with a U.S. official describing discussions as “positive and constructive,” although differences between the two governments remain substantial.

The diplomatic contacts illustrate how the United Nations can provide a setting for indirect negotiations even when adversaries remain far apart on the terms of a potential agreement.

Donald Trump Rejects Iran Proposal

U.S. President Donald Trump has rejected the Iranian proposal, according to reporting published Saturday, saying Tehran urgently wants the Strait of Hormuz reopened because of the economic consequences of restrictions on the waterway.

Earlier reporting had cited unnamed U.S. officials as saying Trump was skeptical that Iran would satisfy his demands and that he had told aides a renewed bombing campaign could follow the November congressional elections. That latter claim was attributed to the Wall Street Journal and remained unconfirmed in the initial reporting.

The distinction is important because reports about private discussions and future military plans have not necessarily been confirmed publicly by the White House.

Trump had previously said that he expected a diplomatic agreement with Iran could eventually be reached after the November elections, while also calling for greater economic pressure on Tehran. Reuters reported that his position at the UN General Assembly remained focused on isolating Iran economically.

Strait of Hormuz Remains An Issue at the United Nations

The Strait of Hormuz is a narrow maritime passage between Iran and Oman and is one of the world's most important energy corridors.

Any prolonged disruption to shipping through the strait can affect oil and gas markets, transportation costs and economies far beyond the Middle East. The waterway has therefore become both a military and diplomatic issue during the conflict.

France has also been working on a possible United Nations Security Council resolution intended to establish an international mission to protect freedom of navigation through the strait. Reuters reported that the proposed resolution would seek to focus on maritime security without unnecessarily expanding the dispute.

The issue has implications for countries that depend on the uninterrupted movement of energy supplies through the Gulf.

Regional Conflict Complicates U.S. Diplomacy

The negotiations are occurring while fighting continues elsewhere in the region.

Iran and groups aligned with Tehran have been involved in conflicts extending from Lebanon to Yemen. Houthi forces in Yemen have attacked targets connected to Saudi Arabia, while Hezbollah has been involved in fighting with Israel in Lebanon.

Saudi Arabia, Turkey and Pakistan have responded by strengthening their defense coordination. Their foreign ministers met during the UN General Assembly and affirmed Saudi Arabia's right to defend itself under international law.

The United Nations has also highlighted the humanitarian consequences of the fighting. UNICEF reported an increase in acute malnutrition among children in Yemen as the conflict intensified.

November Elections Backdrop to United Nations Negotiations

The approaching November congressional elections have become part of the public discussion surrounding U.S. policy toward Iran.

Reports about Trump's private expectations regarding military action after the elections remain attributed claims rather than confirmed policy announcements. The timing nevertheless illustrates how domestic political events and international diplomacy are occurring simultaneously.

For Iran, the immediate priorities described by Araqchi include ending hostilities, obtaining relief from economic restrictions and restoring normal traffic through the Strait of Hormuz.

For Washington, the central issue remains whether Tehran will meet U.S. demands as part of any potential agreement.

The latest diplomatic exchanges do not represent a completed peace agreement. They instead demonstrate that indirect communication between Washington and Tehran remains possible despite the continuing conflict.
