Pentagon’s Project Meridian Gives Musk, Luckey and Gingrich 120 Days to Map Future Wars From Underground to the Moon

WASHINGTON — The Pentagon has quietly put a 120-day clock on one of its most ambitious attempts yet to answer a deceptively simple question: What weapons will the United States need to fight wars that may not resemble anything being fought today?

In a September 30 memorandum titled “Commissioning of Project Meridian: The Future of Warfare,” Secretary of War Pete Hegseth directed Pentagon technology chief Emil Michael to commission Project Meridian, an outside-looking-in examination of future battlefields and the technologies American forces may need to dominate them.

But this is not supposed to end as another futuristic Pentagon white paper.

The memorandum calls for “actionable solutions” that can begin moving identified capabilities into development, testing and fielding. Elon Musk, whose SpaceX is deeply involved in national-security space operations, Anduril founder Palmer Luckey and former House Speaker Newt Gingrich have been tapped to co-direct the initiative, supported by specialists from technology, academia, policy and national security. Axios

Hegseth has described the project's scope as extending across future warfighting environments “from subterranean depths to the cislunar frontier.” Cislunar space broadly describes the enormous region between Earth and the Moon — meaning the Pentagon is openly planning around a battlespace that extends far beyond conventional land, sea and air warfare. TNW

That language is striking, but it did not appear out of nowhere.

The White House's August 2026 National Security Science and Technology Strategy identifies undersea warfare, space, and AI and autonomy as priority areas for maintaining U.S. battlefield advantage. The strategy specifically calls for the ability to detect, characterize and counter threats extending from very-low Earth orbit through cislunar space, while also prioritizing directed energy, advanced computing, hypersonics, sensing, communications and other enabling technologies. The White House

Read together, Project Meridian appears less like an isolated brainstorming exercise and more like a mechanism for translating that broader technology strategy into specific military capability requirements.

And that is where the story becomes particularly important.

Meridian was announced the same day Hegseth unveiled plans for a new four-star Autonomous Warfare Command, or AutoWarCom, intended to expand autonomous and robotic capabilities throughout the U.S. military. The Pentagon also launched Project Agincourt, an interim initiative designed to experiment with a faster acquisition model that brings military operators, engineers and private companies together in rapid development cycles. Put plainly, Meridian may help determine what America needs; Agincourt is intended to experiment with how those capabilities can be developed and purchased faster; and AutoWarCom could eventually provide an organization capable of deploying and scaling autonomous systems across the force.

That connection is an analytical inference from the initiatives announced together — the Pentagon has not said that every Meridian recommendation will flow directly into Agincourt or AutoWarCom. But the pieces create something resembling a pipeline from forecasting, to experimentation, to acquisition, to battlefield deployment.

There are also unanswered questions.

The Meridian memorandum says Emil Michael will commission the project through a “partner organization,” yet neither the memo nor the initial public announcement identifies that organization. TechCrunch reported that when it asked the Pentagon for additional information, the department referred reporters back to its announcement and provided nothing further. TechCrunch

The involvement of Musk and Luckey also creates a governance issue that will likely receive scrutiny. Both men's companies already conduct substantial business with the Pentagon. SpaceX provides national-security launch and satellite capabilities, while Anduril develops autonomous aircraft, missiles, electronic-warfare systems and other military technology. Their participation does not by itself establish any improper conflict, but it makes questions involving disclosure, recusals, procurement safeguards and how future recommendations are converted into contracts particularly relevant. Axios

The public may not see everything Meridian ultimately recommends. The Pentagon plans a public rollout of its findings along with classified material, meaning some of the project's most sensitive assessments could remain outside public view. Axios

And despite the futuristic language, Meridian itself does not authorize a laser weapon, robotic army, biological enhancement program or weapons platform around the Moon. The September 30 directive identifies requirements and asks for recommendations; specific programs would still face their own funding, acquisition, legal and potentially congressional processes.

The date to watch is now January 28, 2027.

By then, Project Meridian is expected to tell the Pentagon not simply what tomorrow's battlefield might look like, but what America should begin building for it — potentially covering everything from machines operating beneath the ground to autonomous systems, directed-energy weapons and military competition stretching from Earth toward the Moon.
