There are still power outages throughout California due to last week's flooding and a New Year's Day earthquake. A 5.4 magnitude earthquake hit Humboldt County in Northern California. The epicenter was in the same area that experienced a magnitude 6.4 quake that killed two people in mid-December.

Northern California is still recovering from the extreme weather events. And later this week there remains a high possibility of more storms.

Rio Dell Mayor Debra Garnes said, "The earthquake felt more violent this time. It was shorter but more violent. My refrigerator moved two feet. Things came out of the refrigerator. There's a crack in my wall from the violence of it."

Images and videos taken by area residents of Rio Dell and nearby towns show violent shaking inside structures.  Doorbell cameras captured cars and minivans swaying in a parking lot. 

Power outages in California

The logging town of Rio Dell was especially hard-hit by both recent Humbolt County earthquakes. With a population of 3,500, many of the residents were impacted when the first quake hit.  And dozens of buildings were damaged and red-tagged. 

Before people could make repairs and return to their homes Sunday’s tremblor jolted the area.

County officials urge residents to report damage from the earthquake.

Humboldt County public information officer Cati Gallardo warned, "We're encouraging community members to be prepared for aftershocks." 

As of 5 pm Sunday, about 30% of Rio Dell residents are without water. Pacific Gas and Electric estimate that about half are still without power. 

Sunday's earthquake triggered the state's early warning system. Some residents claim the alerts came after the quake hit.

Police Chief Greg Allen said Sunday that several houses in Rio Dell had been shaken off their foundations. And that there were lots of broken windows in homes and businesses. He also noted that several streets are inaccessible since they have "huge cracks" in them.

A Red Cross shelter has been set up at Rio Dell's Monument Middle School for residents who were forced out of red-tagged homes or need other assistance due to the earthquake activity. The county says there are plenty of cots and blankets, meals, clean drinking water, showers and charging stations.
