In a move that could redefine the political battlefield over border security, Senate Republicans on Tuesday launched an ambitious effort to bypass Democrats and push through a sweeping GOP unveils $70B immigration plan — a strategy designed to break months of deadlock over funding the Department of Homeland Security (DHS).

Like a pressure valve finally cracking open after months of strain, GOP leaders are now attempting to restart government funding without resolving one of the most divisive sticking points: financing for Immigration and Customs Enforcement (ICE) and border patrol operations.

A Strategic Pivot to Sidestep Democrats

After repeated failures to end the DHS funding impasse, Republicans are shifting tactics. Their new approach would temporarily reopen the government while carving out the most contentious immigration enforcement funding — a point Democrats have consistently opposed.

But this is no retreat. Instead, GOP leaders are preparing a parallel track: a massive funding package that could inject up to $70 billion into immigration enforcement, securing resources for ICE and border patrol through the remainder of President Donald Trump’s term.

The implications are significant. By locking in long-term funding, Republicans aim to eliminate the need for future negotiations with Democrats — especially with control of Congress potentially shifting after November’s elections.

The Reconciliation Gamble

To make this plan a reality, Republicans are turning to reconciliation — a complex legislative maneuver that allows certain budget-related bills to pass with a simple majority, effectively cutting Democrats out of the equation.

On Tuesday morning, Senate GOP leaders unveiled the first piece of that puzzle: a budget resolution text that sets the stage for a Senate vote later this week. If it clears the chamber, the House is expected to move swiftly to take it up.

A Fragile Path Forward

Yet, like threading a needle in a storm, success is far from guaranteed. Reconciliation demands near-unanimous support from Republicans in both chambers — leaving little room for internal dissent.

Internal Divisions Surface

Tensions are already simmering within Republican leadership over how to sequence the funding strategy.

House Speaker Mike Johnson emphasized the need for caution, warning against passing broader DHS funding without first ensuring that ICE and border patrol are fully covered.

“The sequencing is important. We’ve got to make sure that we don’t isolate and ‘orphan’ key agencies of the department,” Johnson said, underscoring concerns that critical enforcement arms could be left behind.

His stance marks a sharp contrast with Senate Majority Leader John Thune, who previously pushed forward a partial funding bill — a move that sparked backlash within GOP circles.
