A federal judge in Rhode Island ruled Monday that the Trump administration is in violation of a court order by continuing to freeze billions in federal grant funds—despite explicit instructions to restore them. The ruling, a stern rebuke of the administration’s defiance, orders the immediate reinstatement of all withheld funds. In a five-page order, U.S. District Judge John J. McConnell Jr. sided with a coalition of 22 states and the District of Columbia, finding that the administration failed to comply with a Jan. 31 temporary restraining order (TRO) barring the funding freeze.
