Rep. Deb Butler, D-New Hanover County, a chief proponent of the bill, emphasized the need for this adjustment, stating, “North Carolina retirees have been adversely affected by the lack of cost-of-living raises that align with inflation rates.” She criticized the current fiscal policies under GOP leadership, suggesting that they have led to diminished state revenues. “This bill is my way of showing appreciation for the retirees’ service and acknowledging the challenges they face with the current budget constraints in North Carolina,” Butler added.
