Senate Passes Budget Resolution After Marathon Vote-A-Rama as GOP Advances ICE Funding Without Democratic Support

Washington — After a grueling overnight showdown that stretched into the early morning hours, the Senate pushed forward a high-stakes budget resolution, setting the stage for a massive funding plan for immigration enforcement agencies despite fierce Democratic opposition.

In a razor-thin 50 to 48 vote just after 3:30 a.m. Eastern on Thursday, Republicans cleared a critical hurdle following nearly five hours of relentless voting, signaling a dramatic escalation in the battle over border security, federal spending, and immigration policy.

The resolution now heads to the House, where lawmakers must act before a final funding bill can be crafted and passed. President Trump has imposed a hard June 1 deadline, raising the pressure on both chambers as the clock ticks.

GOP Breaks Ranks in Tense Vote

Not all Republicans stood united. Sens. Rand Paul of Kentucky and Lisa Murkowski of Alaska broke ranks, voting against the resolution and exposing fractures within the party at a pivotal moment.

Still, GOP leaders pressed forward with confidence.

"We have a multistep process ahead of us, but at the end Republicans will have helped ensure that America's borders are secure and prevented Democrats from defunding these important agencies," said Senate Majority Leader John Thune of South Dakota.

Inside the $70 Billion Plan

At the heart of the plan is a sweeping effort to secure long-term funding for Immigration and Customs Enforcement and key components of Customs and Border Protection.

Republicans aim to lock in funding for more than three years, effectively carrying these agencies through the remainder of the Trump administration.

The resolution grants powerful Senate committees the authority to draft legislation increasing spending by up to $70 billion each, though GOP leaders say the final price tag will likely land around $70 billion total, offering flexibility as negotiations unfold.

All-Night "Vote-a-Rama" Fuels Political Firestorm

Before passage, the Senate endured a marathon "vote-a-rama," a procedural gauntlet allowing unlimited amendments and forcing lawmakers into back-to-back votes deep into the night.

The voting frenzy began shortly after 9:30 p.m. ET, with Democrats unleashing a barrage of amendments focused heavily on cost-of-living concerns, aiming to put Republicans on the defensive.

"This will be a reconciliation of contrasts," Senate Minority Leader Chuck Schumer said ahead of the vote. "Republicans want to shell out billions of dollars to Donald Trump's private army without any common-sense restraints or reforms. Democrats want to put money in people's pockets by lowering their costs."

Schumer doubled down on the political stakes.

"This will be a reconciliation of reckoning for Senate Republicans," he added.

Why Democrats Can’t Stop It

Despite their aggressive push, Democrats lack the power to block the measure.

Republicans hold a 53-seat majority, and the budget reconciliation process allows them to bypass the usual 60-vote threshold required for most legislation, advancing the plan with a simple majority.

Crisis Point After DHS Shutdown

The funding battle comes amid a deepening crisis at the Department of Homeland Security.

Tensions exploded after two deadly shootings involving federal agents in Minneapolis in January, triggering demands from Democrats for sweeping reforms to immigration enforcement.

When negotiations collapsed, funding for ICE and parts of CBP was stripped out of a broader DHS deal, leading to a partial shutdown of the department on Feb. 14.

Although most DHS operations were temporarily funded, the agency remains in limbo, with officials warning that money could run out as soon as next month. President Trump has ordered employees to continue receiving temporary pay, but uncertainty continues to loom.

House Standoff Raises Stakes

The House has yet to act on the Senate’s broader DHS funding package, with Republicans insisting on guarantees that immigration enforcement agencies will be fully funded.

That stalemate has only intensified the urgency surrounding the Senate’s latest move.

"I think that message is being delivered and hopefully will be received, and we can get moving forward with making sure those agencies are funded," Thune said.

Last-Minute Drama Nearly Derails Plan

The path forward nearly unraveled late Wednesday when Sen. John Kennedy of Louisiana attempted to force significant changes to the bill.

Kennedy ultimately backed down, releasing his hold and allowing the process to continue, but not before issuing a stark warning.

"This is the last train leaving the station," he said. "And I'd like to see us come up with one or two issues that will help the American people with the cost of living and other things that I know Republicans can agree to."

With the Senate’s vote complete and pressure mounting from all sides, the fight now shifts to the House, where the fate of billions in funding and the future of U.S. immigration enforcement hang in the balance.
