Ala’i and her counterparts at elite institutions across the country are confronting a sharp, systemic decline in interest from the international legal community. For the institutions that rely on these students to bolster both academic diversity and institutional bottom lines, the trend signals a potential crisis in the American legal academy’s ability to maintain its global standing.

The Mechanics of a Decline

The data provided by the Law School Admission Council reveals a contraction that is both broad and deep. Applications for the Master of Laws (LL.M.) program—a one-year degree tailored for foreign-trained attorneys—have plummeted 14% from the previous year.

The decline is most pronounced in the very markets that have historically served as the primary feeders for these programs. China and India, typically the largest sources of international LL.M. students, have seen applicant numbers shrink by 21% and 23%, respectively.

The ripple effects are visible at high-profile institutions. At the University of California, Berkeley School of Law, assistant admissions dean Joseph Lindsay reports a 20% decline in applications, casting doubt on the school’s ability to reach its target enrollment of 240 students for the fall semester. Similarly, the University of Michigan Law School has recorded a 30% drop in applicants this year, compounding an 8% decline from the previous cycle.

The Converging Pressures

Administrators and legal education consultants identify a confluence of factors driving this retreat, moving beyond simple market fluctuations. Central to the discussion is the shifting perception of the United States as an academic destination.

Gisele Joachim, vice president for law school engagement at the Law School Admission Council, points to a prevailing sentiment among international applicants that the United States is becoming less hospitable to foreign nationals. This perception is fueled by reports of heightened anti-immigrant rhetoric and systemic uncertainty regarding the stability of student and work visa processes.

The administrative reality is equally taxing. An April report from recruitment firm Shorelight Education indicated that the U.S. government denied 35% of international student visa applications in 2025. This denial rate, the highest in a decade, is particularly acute in regions across Africa and Southeast Asia. For a law school administrator, these denials represent a volatility that makes enrollment forecasting nearly impossible.
