The food industry serves as a prime example of this reliance. In 2024, agriculture, food processing, and food services generated over 102 billion dollars in economic output. Immigrant workers are present at every level of this supply chain. In the Houston metropolitan area alone, more than half of all cooks are immigrants. Many of these workers lack permanent legal status, yet they are essential to maintaining the dynamic restaurant and hospitality economies that define the region.

The Ripple Effect on Communities

Policies like SB 4 do not exist in a vacuum. Even when enforcement is targeted at a specific group, the consequences resonate throughout entire communities.

Texas is home to more than 1.6 million United States citizens who live with at least one undocumented family member. This figure includes more than 822,000 children who are citizens but reside with an undocumented parent. When fear and uncertainty permeate immigrant communities, the impact extends well beyond those directly subject to arrest.

As uncertainty grows, several negative outcomes often emerge:

For decades, immigrants have helped fuel the rapid growth that has made Texas one of the most economically competitive states in the nation. The expansion of state level immigration enforcement creates a complex paradox. Policymakers are working to attract global businesses and talent to the state, yet they are simultaneously implementing policies that send a conflicting message about who is welcome to build a future in Texas.

Whether SB 4 results in hundreds or thousands of arrests, the true impact will not be measured solely by enforcement statistics. For many immigrant families, including those who are naturalized citizens or lawfully present, the line between who is a target of enforcement and who is collateral damage is often invisible.

The debate over the constitutionality and the practical application of SB 4 will certainly continue in the courtroom. However, there is a broader question that remains for the leadership of Texas. Can the state continue to meet its massive workforce demands and sustain its economic growth while pursuing policies that introduce significant uncertainty for workers, families, and business owners?
