Trump Tariffs Reshape Global Trade One Year Later

President Trump Holds “Make America Wealthy Again Event” In White House Rose Garden

One year after U.S. President Donald Trump launched sweeping tariffs, the global economic landscape shows significant shifts, with trade patterns reconfigured and tensions extending beyond commerce.

When Trump introduced the measures last April, he pledged a revival of American manufacturing, increased government revenue and expanded market access. Since then, U.S. tariff levels have climbed to their highest point in decades, with the average effective rate rising to about 10%, up from roughly 2.5% at the beginning of the previous year.

Here are four key ways the tariffs have altered global trade dynamics.

US-China Split Deepens

The announcement of tariffs on what Trump dubbed “Liberation Day” triggered immediate global repercussions. A baseline 10% tariff was applied broadly, with significantly higher duties imposed on some nations, including China.

China responded with its own tariffs, driving rates between the two countries into triple digits and briefly stalling trade altogether. Although tensions eased over time, by the end of 2025 Chinese exports to the U.S. still faced tariffs roughly 20% higher than at the start of the year.

Trade volumes suffered sharply. U.S. imports from China dropped about 30% last year, while American exports to China fell by more than 25%. By year’s end, Chinese goods accounted for less than 10% of total U.S. imports—down from more than 20% in 2016 and comparable to levels last seen in 2000.

At the same time, imports from countries such as Vietnam and Mexico rose, reflecting increased Chinese investment in those regions. Analysts say this suggests economic ties between Washington and Beijing have shifted rather than disappeared.

The trend marks the culmination of a decoupling process that began during Trump’s first term, according to Davin Chor of Dartmouth University’s Tuck School of Business.

When it comes to direct shipments, “it has been very dramatic and it has been very decisive,” he said.

Chor noted that many firms had already begun adjusting supply chains before the tariffs intensified, making a return to previous trade patterns unlikely.

“I don't think you should expect things to go back to business as usual,” he said.

Trade Partners Diversify

Trump’s tariff strategy extended beyond the initial announcement, including higher duties on products such as steel, lumber and automobiles, along with the removal of exemptions for shipments under $800.

Despite these measures, overall U.S. imports still grew by more than 4% last year—slower than the previous year but not indicative of a sharp turn toward isolationism.

Nevertheless, the policy changes prompted many countries to seek alternative markets. Even the United Kingdom, which faced a relatively modest 10% tariff, saw a decline in the U.S. share of its exports as European partners like Germany, France and Poland gained ground.

“Some people might be surprised - global trade as a whole...has held up quite well,” said Jun Du, an economics professor at Alston University. However, she added, “there's a lot of re-wiring.”

While the U.S. secured some agreements aimed at boosting exports for American industries, including agriculture, the broader approach has strained relationships.

Canada, for example, recently reduced tariffs on Chinese electric vehicles from 100% to about 6.1%, signaling a shift toward China. The move marked a departure from longstanding reliance on U.S. auto manufacturers.

Petros Mavroidis of Columbia Law School said the concern lies less in tariff levels than in how they are imposed.

“What is driving alarm is not as much the level of tariffs as it is the unilateralism,” he said.

Strains Extend Beyond Trade

The impact of tariffs has spilled into other areas of international relations. Canadian travel to the United States fell by 20% last year, costing the U.S. economy more than $4 billion, according to industry estimates.

The measures have also complicated U.S. efforts to build consensus on broader issues, from geopolitical conflicts to trade agreements involving digital goods.

“How can you ask for co-operative behaviour when you screw them on trade?” Mavroidis said. “You lose your soft power, which was the biggest advantage to the US. All of this is gone now and how do you build it back?”

Although direct retaliatory tariffs have been limited, economists warn that could change. Michael Pearce of Oxford Economics said the U.S. approach has encouraged other nations to consider more protectionist policies.

“That's the significant risk - that over time we do start to see that retaliation in other ways,” he said. “That's how damage from the trade war can spread.”

Higher Prices at Home

Some of the most sweeping tariff proposals announced on Liberation Day were later scaled back through exemptions and negotiated reductions. The broader economic benefits Trump promised have yet to materialize.

Manufacturing activity remained largely in contraction last year, and foreign investment declined despite commitments from certain industries, such as pharmaceuticals, to expand spending.

In February, the U.S. Supreme Court struck down the Liberation Day tariffs, raising questions about the legality of the revenue collected. The government may now need to return more than half of the $260 billion it gathered.

The White House has argued that the long-term benefits of its policies will take time to emerge, citing investment pledges from companies and foreign governments.

For now, however, the most immediate effects have been increased costs for businesses and consumers. Goldman Sachs estimated that about 55% of tariff-related costs were passed on to consumers last year.

As a result, inflation rose by roughly half a percentage point, reaching about 3%—higher than it would have been without the tariffs, according to Pearce.

With affordability a central concern for voters, the issue has complicated Republican messaging ahead of midterm elections in November.

Even so, the broader economy has remained resilient. Growth reached 2.1% last year, and unemployment stood at 4.4% in December.

“It's created a lot of noise, but I think it's difficult to say that it's had very significant negative macroeconomic impacts,” Pearce said.

Following the Supreme Court decision, the White House pledged to pursue similar policies through alternative legal avenues. How aggressively Trump will act before the elections remains uncertain.

“I don't think we'll ever get back to Liberation Day levels,” said Erica York, vice president of federal tax policy at the Tax Foundation.
