Horne expressed concern that Britain’s cybersecurity infrastructure is not evolving at the same pace as the threats it faces, particularly those emanating from state-backed cyber actors. He identified China and Russia as two of the most significant sources of these risks, noting their increasing use of technology dependence to disrupt vital systems and cause widespread damage.

“What has struck me more forcefully than anything else since taking the helm at the NCSC is the clearly widening gap between, on the one hand, the threat and our exposure to it and, on the other, the defenses that are in place to protect us,” Horne said during his speech. His comments emphasize the urgency of reinforcing national cybersecurity defenses to ensure they can cope with the growing sophistication of cybercriminals and state-sponsored hackers.
