The Secret Acts and the Men Who Were Bound by Them

What is perhaps most remarkable about the Devon case — and what the climate of disclosure in 2026 throws into sharp relief — is how the two constables were treated in the immediate aftermath of their sighting.

They were not debriefed as witnesses to an anomaly. They were interviewed as potential security risks. Officials from the Ministry of Defence arrived and reminded both men, in explicit terms, that they were bound by the Official Secrets Act. The implication was clear: whatever they had seen, they were not to speak freely about it.

The MoD's results from that investigation were classified until 2005 — nearly forty years. When the files were finally opened, what they revealed was not a cover-up of definitive extraterrestrial contact, but something arguably more interesting: a bureaucratic apparatus of serious, sustained effort to explain something that resisted explanation, combined with a systematic public posture of dismissal.

Roger Willey gave a BBC Devon interview in 2004. He had been retired for years. The interviewer expected, perhaps, the clarifications of time — the admissions that come with distance. Instead, Willey said precisely what he had said in 1967: "It was something that I hadn't seen before, I haven't seen since, and something that nobody can explain exactly what it was."

Waycott agreed: "No explanation has been given to us by anybody."

These were not the words of men who had been satisfactorily told they had chased a planet. These were the words of men who, despite being informed of the official verdict, continued to trust what their own senses had recorded on a cold October morning in Devon. Trained observers. Men accustomed to pressure, to darkness, to the mundane and the alarming alike. Not credulous. Not excitable. Not wrong about what they had witnessed.

The astronomer Howard Miles, who provided the Venus explanation, later told researcher Ian Ridpath that he had found the UFO organisations "a pain" and that the case was "purely in the field of the nutters." He had not visited Devon. He had appeared on television from Coventry. He had never spoken to the constables.
