Why 3I/ATLAS Triggered A CIA Non-Answer Despite NASA’s Certainty

[USA HERALD] - On December 31, 2025, a short, carefully worded letter from the Central Intelligence Agency entered the public record and quietly complicated the official story of interstellar object 3I/ATLAS. Responding to a Freedom of Information Act (FOIA) request submitted by researcher and transparency advocate John Greenewald Jr., the agency stated it could “neither confirm nor deny the existence or nonexistence of records”related to the object. In intelligence parlance, that response is known as a Glomar denial, and it is rarely invoked casually. (Read the response here.)

The timing and context of that reply matter. Just weeks earlier, on November 19, 2025, officials from NASA publicly and decisively characterized 3I/ATLAS as a natural comet, closing the door on further institutional debate about its nature. The message from the scientific side of government was unambiguous: this object, though interstellar, fit comfortably within known cometary physics and posed no extraordinary questions. And yet, at the intelligence level, the possible existence of records about that same object was treated as classified.

This discrepancy did not escape notice. In a recent Medium post, Harvard astrophysicist Avi Loeb posed a question that cuts to the heart of the issue: if 3I/ATLAS is simply a comet, why would the CIA refuse to confirm whether it even maintains records about it? The question is not rhetorical. It highlights a structural tension between public scientific certainty and private risk assessment.

Over the past months, 3I/ATLAS has displayed a collection of behaviors that, while not individually definitive, collectively place it outside the comfort zone of routine comet classification. Observations reported by NASA, ESA partners, and independent astronomers have documented unexpected acceleration components, unusual jet symmetry, persistent activity at heliocentric distances where water-ice sublimation is normally weak, and ultraviolet halo characteristics that differ from textbook expectations. Each of these anomalies has been addressed in isolation. None have been seriously debated in aggregate at the institutional level.

When intelligence agencies assess phenomena, however, they do not ask whether something is likely. They ask what happens if it is wrong. The simplest and most sober explanation for the CIA’s response is not that the agency believes 3I/ATLAS is artificial, hostile, or exotic, but that it recognizes the consequences of misclassification. In risk analysis terms, even a very small probability, when multiplied by an extreme potential impact, demands attention. That logic governs everything from asteroid-deflection exercises to pandemic modeling to nuclear-command safeguards.

History provides painful lessons in ignoring low-probability warnings. The residents of Troy famously welcomed what they believed was a harmless artifact. Modern intelligence agencies learned similar lessons after catastrophic failures of imagination preceding September 11, 2001, and again in the intelligence breakdowns surrounding October 7, 2023. In each case, the error was not a lack of data, but a premature closure of inquiry.

From that perspective, the CIA’s Glomar response reads less like a contradiction of NASA’s conclusions and more like a parallel track of due diligence. It suggests that, behind the scenes, some officials chose to verify that 3I/ATLAS is not a black-swan event, even if comet experts regard that possibility as highly unlikely. Monitoring an interstellar object with unusual properties does not require belief in extraordinary explanations. It requires institutional humility.

What the evidence shows, and what it does not show, must be kept distinct. There is no public proof that 3I/ATLAS is anything other than a natural object. There is also no rational basis for dismissing the intelligence community’s interest as meaningless. These positions can coexist without contradiction. Science classifies based on current models. Intelligence prepares for model failure.
