There is disagreement as to what USP could stand for. In traditional business jargon, USP simply means ‘unique selling proposition’ or ‘unique selling point.’ That said, a source familiar with the conversations said it could mean U.S. Persons. Regardless, Jim Biden is mentioned as part of this wider plan.
In an even earlier set of texts, Gilliar asked Bobulinski to thin of an “a lister to meet chairman Sunday.” The ‘chairman’ mentioned here is most likely a high-level executive at CEFC.
Bobulinski then asked what Gilliar meant by an “a lister.” He received a reply from Gilliar saying:
“Top person at same level as chairman, who would like to access China or money,” Gilliar said. “It’s the way it works culturally for them.”
He further added, “And empowers the B family so therefore us.”
The meeting was reportedly set for May 7, 2017. While Gilliar and Bobulinski hoped President-elect Biden would attend, it would never happen. This absolves Biden of any direct involvement in the CEFC venture.
On May 18, 2017, Bobulinski and Gilliar brought up the possibility of a joint venture again, this time saying “H brought in Jim simply to leverage getting more equity for himself and family in the final hour, that is evident,” Bobulinski texted.
