Gazprom Halts Gas Supplies to Europe Amid Expired Ukraine Deal

Russia has ceased natural gas flows to Europe through Ukraine following Kyiv’s refusal to renew a key transit agreement. This marks the end of one of the last energy connections between Russia and Europe, once Moscow’s most lucrative market. The cancellation, effective with the New Year, has heightened energy stress across Europe and significantly impacts Russian gas giant Gazprom, eliminating a once vital revenue stream.
Before the war in Ukraine, Europe provided billions of dollars to Russia’s economy. However, in 2023, Gazprom suffered its first annual loss in over two decades due to dwindling European demand.
Ukraine Refuses to Renew Gazprom Agreements
The expired transit deal, relying on Soviet-era pipelines, allowed Russian gas to flow through Ukraine to European markets. Ukraine declined to extend the agreement, citing its contribution to Moscow’s war finances.
Gazprom confirmed halting gas flows as the deal expired, stating, “Due to the Ukrainian side’s repeated and explicit refusal to extend these agreements, Gazprom was deprived of the technical and legal opportunity to supply gas for transit.”
Ukraine’s Energy Minister German Galushchenko described the shutdown as a pivotal event, asserting, “Russia is losing markets, it will suffer financial losses.”

Europe’s Shift Away from Russian Gas
European nations have significantly reduced reliance on Russian gas since the war began. Russia’s share of EU gas imports fell from 45% pre-war to 15% in 2023. The Ukrainian transit route accounted for only 5% of the EU’s total imports by its expiration.
Efforts to diversify suppliers have included building LNG terminals and securing deals with countries like the U.S., Norway, Qatar, Azerbaijan, and Algeria. Norway emerged as the EU’s top supplier in 2023, providing 30% of imports, followed by the U.S. at 19%.
Economic and Political Implications
Ending the transit deal may cost Russia up to $6.5 billion annually, a smaller financial impact compared to earlier disruptions. Ukraine also loses approximately $1 billion in transit fees.
The decision has fueled tensions within the EU, particularly with Hungary and Slovakia. Slovak Prime Minister Robert Fico’s visit to Moscow drew criticism from Ukrainian President Volodymyr Zelensky, who accused Fico of undermining Ukraine’s energy security.
Limited Impact on Most EU Nations
The EU has stated it anticipated the deal’s conclusion and is prepared. Austria, previously reliant on Russian gas via Ukraine, has secured alternative supplies, while non-EU member Moldova faces potential shortages.
