The House of Representatives approved the Senate bill to provide $4.6 billion in funding to address the humanitarian crisis at the U.S.-Mexico border on Thursday.

The legislation passed with 305-102 votes and is now headed to the desk of President Donald Trump for final approval.

It is interesting to note that 71 of the 235 House Democrats voted against the legislation. The liberal wing of the party wants to include requirements on how the Trump administration should treat migrant children in custody.

Yesterday, House Speaker Nancy Pelosi (D-CA) said she will not bring the Senate to a floor vote citing the reason it needs some improvements on four areas. She intended to reconcile the differences of the House and Senate bills in a bicameral conference.

However, Senate Majority Leader Mitch McConnell (R-KY) rejected a bicameral conference with House leaders to reach a compromise agreement. He insisted that the House should vote on the Senate version of the legislation.

Moderate Democrats convinced Pelosi to bring the Senate bill to a vote

Earlier Thursday, the House’s Problem Solvers Caucus composed of moderate Democrats expressed concern that the progressive’s demand for a new provision could sink negotiations with Republicans.

The progressives want to amend the Senate bill to set health standards for migrant children in custody, establish a three-month limit for children to spend at intake shelters and reduce funding for the Immigration and Customs Enforcement (ICE) agency.

A senior Democratic aide associated with the moderates, said the proposal to cut funding for ICE is not a good idea.

"The thinking there is that if progressives force us to go home without addressing the border crisis ... that's a real problem. That is terrible policy, terrible politics all around for many of these front-line members,” according to the aide.

Moderates and swing-district Democrats also known as “front-liners” convinced Pelosi and party leaders to bring the Senate bill to the House floor. Pelosi agreed.

Pelosi said the passage of Senate bill does not end debate on protecting migrant children 

In a telephone call with Pelosi prior to the vote, Vice President Mike Pence agreed that the administration will inform Congress within 24 hours regarding a death of a child in custody at the U.S. border. The Vice President also agreed to a 90-day limit for children to stay at a border intake facility, according to a source familiar with their conversation.

In her remarks before the vote, Pelosi said, “At the end of the day we have to make sure that the resources needed to protect the children are available. Therefore, we will not engage in the same disrespectful behavior that the Senate did in ignoring the House priorities.  In order to get resources to the children fastest, we will reluctantly put the Senate bill on the floor.”
