A Message Written for Adversaries Worldwide

From my perspective, this indictment reads as both a criminal prosecution and a strategic warning.

The DOJ appears to be signaling that attacks against Americans — even decades old — may still trigger future criminal exposure for foreign officials, commanders, intelligence operatives, and political leadership.

That message extends far beyond Havana.

It reaches adversarial governments across the globe.

It tells intelligence agencies, military planners, and hostile actors that the United States may continue building criminal cases long after headlines disappear.

And politically, it reopens one of the deepest wounds within the Cuban-American community in South Florida, where the Brothers to the Rescue shootdown remains a defining historical trauma.

“For 30 years, the families of these men have waited,” U.S. Attorney Jason A. Reding Quiñones said during the announcement. “This passage of time does not erase murder.” 

That statement may ultimately summarize the entire philosophy behind the prosecution.

The dead remain dead.

But the case never truly closed.
