Because international students are less likely to receive the extensive financial aid packages typical of domestic Juris Doctor candidates, they are essential to the financial health of many law school departments.

With annual tuition averaging nearly $60,000 at private institutions, the programs command a premium price. However, as the cost of American education remains high, international students are increasingly looking toward the United Kingdom, Australia, and various European nations. These jurisdictions offer competitive legal training at a fraction of the cost, often paired with more predictable visa pathways.

Sylvia Polo, an admissions consultant and former director of LL.M. programs at Columbia and the University of Miami, notes a distinct shift in the decision-making process of prospective students. Applicants who once viewed a U.S. degree as a mandatory career milestone are now actively weighing the cost-benefit analysis of an American education against the ease of access provided by international competitors.

A New Reality for Legal Education

The decline in LL.M. applications mirrors a larger, nationwide trend. International graduate student enrollment in the United States fell 12% in the fall of 2025, according to the Institute of International Education.

Whether this contraction is a cyclical downturn or a permanent shift in the global education market remains the central question for law school deans. Many of the most prominent institutions, including Harvard, New York University, and Columbia, have remained silent on their specific enrollment projections, opting not to engage with the public discourse surrounding the decline.

For professor Ala’i and others within the faculty, the path forward requires a fundamental reassessment of the American model. Maintaining a competitive advantage in a globalized legal market may soon require these institutions to confront their own cost structures and move toward a more agile, accessible, and welcoming programmatic framework. Without such adjustments, the American law school risks losing the very diversity that has defined its academic prestige for decades.
