Texas Makes Bible Passages Required Reading for 5.5 Million Public School Students

The Constitution Allows Bible Study, but Not Devotion

The U.S. Supreme Court has drawn a distinction between studying religion and conducting religious exercises in public schools.

In the 1963 case Abington School District v. Schempp, the Court struck down state-sponsored Bible reading and prayer as devotional practices. At the same time, the Court said schools may study the Bible for its literary and historical qualities when teachers present it objectively as part of a secular education program.

That leaves Texas with a narrow but legally recognized path.

The state may argue that students are analyzing the passages as literature, much as they would analyze mythology, poetry, or historical speeches. The texts appear in English classes and are often paired with other readings around themes such as courage, suffering, love, or ambition.

Critics will likely focus on the state’s purpose, the heavy concentration of Christian material, the absence of other religions, and the way teachers present the readings in practice.

A lesson that examines biblical imagery, narrative structure, or influence on later literature may pass constitutional review. A lesson that asks students to accept religious claims as truth, participate in worship, or adopt a particular faith would cross a different line.

The legal fight may therefore depend less on whether the Bible is present and more on what happens when teachers open it.

Texas Has Already Expanded Religion’s Role in Schools

The reading-list vote does not stand alone. Texas previously approved an optional elementary curriculum with extensive Bible references. State lawmakers also authorized districts to hire chaplains as school counselors and required classrooms to display the Ten Commandments. Those measures are part of a broader conservative effort to increase religious expression and Christian content in public institutions.

Supporters describe the shift as a correction after decades of schools treating religion as something that could not be discussed. Critics see a coordinated attempt to blur the boundary between teaching about religion and promoting it.

Texas carries unusual influence in national education debates because of the size of its public school system and textbook market. Decisions made by the state can shape instructional materials sold and used elsewhere. That means the required Bible readings may not remain only a Texas issue.

Teachers Will Carry the Legal and Practical Burden

The state has four years before the reading lists begin taking effect, but teachers and districts will need to decide how to present the material long before then.

Educators will need training on the difference between literary analysis and religious instruction. Districts will also have to prepare for questions from parents whose children belong to different faiths or no faith at all.

The rule does not allow districts to remove the required works because a community disagrees with them. Local officials may add texts from other traditions, but doing so will require additional classroom time and resources.

That creates a practical problem. Teachers already face limited instructional time, testing demands, and extensive state standards. Adding texts from Islam, Hinduism, Buddhism, Judaism, or other traditions may provide balance, but it will also expand an already crowded curriculum.

Texas has settled one question by making the readings mandatory. It has not settled how teachers should explain them, how districts should balance them, or how courts will respond if families challenge the mandate.

For more than 5 million students, Texas Bible passages will soon become part of the required public-school canon. Whether it remains literature in practice or becomes something closer to state-sponsored religious instruction will depend on what happens inside each classroom.
