Russian hackers known as Sandworm or Apt44 allegedly caused a Muleshoe, Texas water tank to overflow in a suspected hack in January.
Sandworm has been identified by cybersecurity experts as the attacker. They were also accused of 2017 hospital attacks in Pennsylvania.

Russian Hackers Linked to Spy Agency
The unusual attack on U.S. infrastructure has the cyber-security firm Mandiant concerned. On Wednesday they released a report. “APT44: Unearthing Sandworm” provides additional insights into the group’s new operations, and context on how the group is adjusting to support Moscow’s war aims.
This brazen cyber-attack was characterized by Mandiant as the work of a "dynamic and operationally mature threat actor." And it underscores the evolving landscape of cyber threats facing critical infrastructure worldwide.
Sandworm, a group believed to have ties to the Russian spy agency GRU, has long been on the radar of cybersecurity experts for its sophisticated tactics and wide-ranging capabilities.
Unlike many state-backed threat groups, Sandworm distinguishes itself by integrating various cyber capabilities, from espionage to network sabotage, into a single cohesive package, as detailed in Mandiant's report.
Sandworm attacks Muleshoe, Texas
The attack on Muleshoe's water system was accompanied by a display of the hackers' prowess, with videos uploaded to Telegram showcasing their ability to manipulate and override the controls remotely.
The hacker group refers to themselves as the "Cyber Army of Russia Reborn."
This incident marks the group's first known assault on public American infrastructure, according to reports from The Washington Post.
Ramon Sanchez, the city manager of Muleshoe, recounted the harrowing moments when the city's water tank overflowed for over half an hour, highlighting the real-world consequences of such cyber intrusions.
This attack adds to a growing list of Sandworm's alleged exploits, including previous assaults on Ukraine's power grid and disruptive actions during the 2018 Olympic Games in South Korea.
The United States has not been spared from Sandworm's reach, with the Department of Justice charging six members of the group in 2020 for their involvement in various cybercrimes. They are known to have created the infamous NotPetya.
