What Willey and Waycott saw that morning has never been explained to their satisfaction, to Parliament's satisfaction, or — if we are honest about what the PURSUE documents reveal — to the satisfaction of the security establishments of any government that has seriously investigated the phenomenon. The cross-shaped objects of October 1967 remain, in the most literal sense, unresolved.

The newly declassified U.S. files contain a phrase that recurs in case after case, from 1947 to 2025: insufficient data to make a confident determination. It is the formula of honesty dressed in the language of bureaucratic caution. It means: we looked, we could not explain it, and we filed it away.

In Devon, in the autumn of 1967, something chased two policemen across fourteen miles of dark countryside and then vanished into the dawn sky. No one has ever been able to say, with any genuine authority, what it was. With the whole weight of governmental transparency now finally shifting — with classified vaults cracking open and formally unexplained cases accumulating in official archives from Washington to London — there has never been a better moment to stop accepting insufficient answers.

The two constables are long retired. The country lanes of Devon are unchanged. The October skies above Holsworthy are the same cold dark they have always been. But the world watching those skies has changed irrevocably — and what seemed eccentric to admit in 1967 is now the subject of Congressional hearings, presidential directives, and the most significant release of classified government documents in the history of the UFO phenomenon. Roger Willey and Clifford Waycott were not wrong to report what they saw. They were merely decades ahead of their time.
